2012/2144. Consultancy for maintenance/system development and special developed applications
Procurement of consultancy services in connection with maintenance and system development of 2 special developed applications, more exactly the personnel administration application WebRulle and the logistics and the accounting application LOGRE.

The contract period is 2 years with option for 2+2 years prolongation; total maximum contract period is 6 years. The contract will be in force from 6.10.2012. The contract will comprise of the Norwegian state’s standard agreements for maintenance, the major maintenance agreement, SSA-V, with accompanying annexes. The annex documents are available in the tender documents’ Annex 3.
It is a condition that the supplier becomes familiar with the content in the tender documents and accepts this without reservations. If any reservations are made, these shall be given in the tender documents’ Annex 2. It is emphasised that substantial reservations may result in rejection of the tender in accordance with the Public Procurement Regulations (FOA) of 7.4.2006 no. 406 §20-13.
The procurement is in accordance with the Public Procurement Act of 16.7.1999 no. 69 (LOA) and Public procurement regulations (FOA) of 7.4.2006 parts I and III.
The chosen procedure is open tender contest without negotiations.
It means that the tenderers are not allowed to alter the tenders, including price, delivery time or other conditions of importance for the competitive conditions. The tenderer must therefore submit the most favorable tender within the deadline for receipt of tenders.
The tender shall be in Norwegian and include:
A dated and signed tender letter with a brief presentation of the tenderer, the tenderer’s name, address, contact person, telephone number and e-mail address.
The tender letter shall have the following numbered annexes:
Filled in requirement specifications, see Annex 1.
A signed statement regarding acceptance of conditions or statement of reservations, if any, see Annex 2.
A censored version of the total tender where the information of significance to the tender competition is removed, compare the Act relating to public access to documents in the public administration §13 and Act relating to procedure in cases concerning the public administration §13, 1. Paragraph 2 (professional secrecy in access to information petitions). It is requested that the tenders are not presented as zipped files.
All tenders shall be delivered electronically via the Mercell portal within the tender deadline. Tenderers must click on the link in order to get access to the portal. The tender can be submitted at any time within the tender deadline but will not be opened until after the deadline for receipt of tenders. If there is additional information from the awarding authority which leads to changing the tender before the deadline expires, the tenderer can go in and open the tender and make any changes and send it in again right up until the deadline. Any costs in relation to preparation, delivery and respond to the Awarding Authority’s tender documents must be covered by the tenderer and will not be refunded.
