2012/173 - Parallel framework agreements for delivery of WS/HVAC-goods

Norwegian University of Life Scienses

The awarding authority would like to enter into parallel framework agreements for the delivery of water and sewage/HVAC and sanitation goods, based on the current versions of the Public Procurement Act and the accompanying regulations, Environment and rules for public procurements and the Action plan for environment and society responsibility in public procurements. The contract shall be based on the information that the awarding authority gives in its competition documents and annexes.
In order to ensure that the need is always covered, the awarding authority will enter into parallel framework agreements. The contracts can be for all of or parts of the products, but tenderers must as a minimum be able to deliver within at least one category, and then all the specified product lines. Tenders can therefore be given for all the product categories (9) or for only one or several of them.
The awarding authority's institutions reserve the right to announce major assignments on the open market.

Suppliers that shall carry out work in Norway must fulfil the health, environment and safety requirements (including the ILO conventions) that Norwegian authorities lay down.
Suppliers shall be a legally established company.
Suppliers shall have their employees' work contracts in order.
Ethical and professional business conduct.
The tenderer's organisation.

Norwegian suppliers shall enclose a tax certificate, issued by the chief municipal treasurer. The tax certificate shall not be older than 6 months calculated from the deadline for receipt of tenders.
Norwegian suppliers shall enclose a VAT certificate, issued by the tax collector. The VAT certificate shall not be older than 6 months calculated from the deadline for receipt of tenders.
Suppliers shall have the financial capacity to fulfil the assignment/contract.
Teknisk og faglig kapasitet:

Suppliers shall have experience from equivalent assignments.
Suppliers shall have a good ability and the capacity to fulfil the assignment.
Good and well functioning routines/quality assurance system/internal control system are required.
Suppliers shall ensure that their employees get professional updates and maintenance of competence. It must be clear to what degree the capacity and competence will be maintained in the contract period.
