2012/1562 Framework agreement for PCs with accompanying components - second notice
This competition was first announced 22.2.2012. It was however cancelled 16.4.2012 as the award criteria included aspects that lead to several of the suppliers being excluded from participating in the competition, and at the same time the specifications were not precise enough for us to receive comparable tenders.
The competition is now announced for the second time. Suppliers that submitted a tender in the previous round are to be aware that the award criteria and specifications have been changed from the first notice. It will therefore not be sufficient to submit the same tender that was previously submitted.
The aim is to enter into a framework agreement with one supplier for the delivery of further specified PCs with the accompanying components. See the attached tender documents for further details.
DSB currently uses a mixed milieu divided roughly equally between stationary and laptop PCs. It is a requirement that the new systems are compatible and can be integrated with the current milieu. Any adaptations will be calculated into the price calculation and will be a part of the total assessment.
We would like a framework agreement for PCs including additional components belonging to the HPC milieu. It is expected that plus/minus 600 PCs with additional components will be purchased in the contract period. Delivery can be to all of DSB’s locations of which the main office in Tønsberg will make up just more than 1/3 of the deliveries. The framework agreement will be for a period of 1 – one – year, with an option for an extension for a further 3 – three – years.
The tender shall be written in Norwegian and it shall consist of:
— a dated and signed tender letter,
— with a short presentation of the supplier,
— and the supplier’s name, address, contact person, telephone number and e-mail address.
The tender letter shall have the following numbered annexes:
1. Completed specifications, see the tender documents Annex 1
2. Signed statement on the acceptance of terms or a statement of any conditions, see the tender documents Annex 2.
3. Signed statement on ethical conditions, see the tender documents Annex 3
4. A censored version of the total tender, where information of competitive importance is removed, cf. the Freedom of Information Act § 13 1. Paragraph 2) (confidentiality obligation for access).
We request that the tender documents are NOT sent in zipped files when the tender is submitted.
All tenders shall be sent electronically via the Mercell portal, by the deadline for receipt of tenders. Click on the link to get access to the portal.

All questions about the competition shall be asked in Mercell’s communication module. This is so that all communication can be logged.
Tenders can be submitted any time right up until the deadline for receipt of tenders, but they will not be opened before the deadline has expired. If you want to change a submitted tender as a result of additional information from the awarding authority or due to other reasons, you can easily do this via the portal right up until the deadline expires.
