The University of Oslo, represented by the technical department, henceforth referred to as the Awarding Authority wishes to enter into a framework agreement for consultancy and process support in connection with safety and emergency preparedness at the Awarding Authority’s premises. The consultancy service shall support the Awarding Authority’s emergency preparedness management, the works in connection with risk evaluation, emergency preparedness exercises and quality assurance of crisis and contingency planning. The objective of the framework agreement is to ensure a uniform, systematic and professional rooted implementation of the Awarding Authority’s emergency preparedness, including contribution to a high quality safety culture and action competent emergency preparedness management in all of the Awarding Authority’s faculties, departments and divisions.

(1) Company registration certificate.
(2) Value added tax certificate (National requirement)
(3) Company tax certificate (National requirement)
(4) Self-declaration in compliance with Appendix 2 (HSE) of the Norwegian procurement regulations (National requirement)

1) The tenderer shall have sufficient financial strength to meet the contractual obligations.

Teknisk og faglig kapasitet:
(1) Other documentation required (please state below)
1) A brief and principal description of the company. This includes:
— An overview of the company’s history, organisation and ownership, as well as a description of the existing activities.
2) Certificates from corresponding assignments in risk evaluation and emergency preparedness services the previous 3 years. The certificates shall be signed or verified in writing by the awarding authority for the various deliveries and shall as a minimum contain:

— Date of implementation,
— Value of the delivery,
— Name and telephone no. of the awarding authority’s reference person.
If a signed or verified certificate is not applicable, the tenderer shall present a list of all relevant assignments, including descriptions in accordance with the above listed bullet points.
The Awarding Authority shall have permission to contact the stated reference persons.

1) The tenderer shall have sufficient implementation ability, and professional and adequate recourse capacity to carry out the requested assignments.
2) The tenderer shall be well experienced with corresponding risk evaluation and emergency preparedness services
