2012/08 - Production of county magazine "SPOR"

Møre og Romsdal County Municipality issues an invitation to an open tender competition for supply of services in connection with production and publication of the county magazine “SPOR”. The assignment comprises content, design, production and distribution.
The magazine shall be an information medium for Møre og Romsdal County Municipality, and a medium that reflects the tasks and activities the county stands for. In addition, the magazine shall have relevant reports that reflect the everyday life of people in the county, and how people succeed and thrive in the county.
Four issues a year shall be published, with the option for 1+1 extra issues.
A contract will be entered into with one supplier. The period for the framework agreement is 2 years from 1.8.2012 to 31.7.2014. Award authority has the option to extend the agreement by a further 1+1 year.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
(1) Company registration certificate.
(2) Value added tax certificate (National requirement).
(3) Company tax certificate (National requirement).
(4) Self-declaration in compliance with Appendix 2 (HSE) of the Norwegian procurement regulations (National requirement).
It is required that all workers have the prevailing level of wages.
Økonomisk og finansiell stilling: The tenderer must document financial ability to undertake the assignment.
Minste nivå(er) av standarder:
Documentation shall be submitted on the financial ability to deliver, such as credit evaluation/rating, not older than 1 year, and based upon last known annual accounts. Any rating shall be performed by an officially approved credit reference agency.

Teknisk og faglig kapasitet:
Throughout the contract period the supplier mustbe a member of the recycling scheme for packaging and batteries.
It is required that the supplier/subcontractor has an environmental management system or plan to introduce one.
Chemicals and production methods used during printing must be environmentally friendly.
Minste nivå(er) av standarder:
Third Party Verification, Nordic Swan or equivalent, shall be attached to the printing process.
