The Norwegian Armed Forces’ management, henceforth referred to as the Awarding Authority, require further measurements to have sufficient competence at the right times. The support being requested comprises the recruiting, developing, applying (retaining) and phasing out of competence. One of the Norwegian Armed Forces’ principal challenges is the ability to attract, recruit, develop and keep the right personnel with right competence.
The Armed Forces is a modern competence organisation and shall continue the development from a more traditional personnel administration to strategic management of personnel and competence.
The development towards strategic management of personnel and competence will require use of new processes, technology as well as new reorganisation of the Human Resources (HR).
The Armed forces shall, to a large degree, reflect the community development and contribute to this, e.g. through family and life phase policy as well as an including working life and diversity.
The armed forces aim at recruiting a diversity of competence in order to meet the strike defence’s requirements for a wide range of employees with sufficient backgrounds, skills, qualities and experience.

A higher education level and increased access to information results in constant growth in the knowledge level among the general population. This means that employees will have increased requirements in relation to the nature of the works as well as possibilities for influence in own job situation.
Simultaneously will the technological development result in requirement that the personnel must operate and maintain constantly more advanced equipment, which again will result in increased demands for specialised competence and adapted learning environment.
It is vital for the Armed Forces further development to ensure a high quality and comprehensive competence management, in order to utilize the personnel resources optimally and in the best possible manner compete in labour market with increasingly degree of being exposed to competition. At the same time, the Armed Forces are dependent of self-developed competence that is to a very small degree available in the market.
