197/2012 Consultants for the Bekkelaget treatment plant - optimization of management

Oslo Municipality by the Water and Sewerage Authority, henceforth called the awarding authority, invites companies to a negotiated procedure in connection with the acquisition of "Consultant assistance in connection with the optimization project at the Bekkelaget treatment plant”.
The Bekkelaget treatment plant is owned by Oslo Municipality and is the country's second largest sewage treatment plant. The facility is located mainly in the mountains and was built in 2001. Mechanical, chemical and biological (activated sludge process) purification process. The dimensioning capacity is 270 000 person equivalents. In the period from 2007, a number of efforts were made to increase capacity measures and the facility has reached a capacity of 290 000 person equivalents today.
More stringent treatment requirements and increased sanitation has significantly resulted in the facilities overload and in turn has resulted that the license requirements are not met. The plant will be expanded, but the expansion will not be operational until at least 2019. To increase the capacity of the existing plant, it is desirable to engage external consultants to assist with analysis of the cleaning process with an aim to identify measures that can help to increase capacity. The consultants shall also prepare the tender documentation for current measures (turnkey contracts are assessed as the most relevant) and assist in the implementation phase.
