Oslo municipality c/o the Water and Sewage Department, the Sanitation Department, the Energy and Recycling Department and Oslo Havn KF, hereafter called the awarding authority, invites companies to a negotiated procedure for parallel framework agreements for the hire of suction/flushing vehicles and super suction/vacuum loaders.
The service will be used for repairs and upgrades to the Water and Sewage Department’s pipeline network and ad hoc assignments for the Sanitation Department, Energy Recycling Department and Oslo Havn KF.
The contract is for, among other things, cleaning the awarding authority’s main sewage network, culverts and manholes, emptying sand traps, oil separators, surface water manholes, sedimentation dams, grates for slag, fly ash from bag filters, sludge/slag under out feeders for slag and flushing areas etc.
There will be a varying need for assignments throughout the year.

The contract has an option for the awarding authority to extend the contract for a further 1+1 year on unchanged terms.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
(1) Company registration certificate;
(2) Value added tax certificate (national requirement);
(3) Company tax certificate (national requirement);
(4) Self-declaration in compliance with Appendix 2 (HSE) of the Norwegian procurement regulations (national requirement).
Økonomisk og finansiell stilling:
(1) Statement of the company’s turnover, of relevance to this contract, for previous years;
(2) Other documentation required (please state below).
— Credit rating, not older than 3 months, based on the last known accounting figures. The rating shall be carried out by a publicly certified credit rating institution,
— Statement on the service provider’s turnover in the last 3 years that is relevant to this contract. The attached form "Annex 1 – Statement on Turnover" is to be filled in and enclosed with the application,
— Statement on liquidity (Annex 2 – Statement on Liquidity”) is to be filled in and enclosed with the application.

— The service provider shall have the financial capacity to fulfil the assignment/contract.
Rating: credit worthy.
Teknisk og faglig kapasitet:
(1) Other documentation required (please state below).
— Account of the service provider’s average work strength and number of employees in the administrative management during the last 3 years,
— An account of the instruments, machines, tools, materials or equipment that the service provider will use for fulfilment of the assignment,
— List of the most important deliveries or performed services during the last 3 years, including information on value, date as well as the name of the public or private recipient. If they were services for public awarding authorities, they shall be documented by certificates issued or confirmed by the relevant authority. If they were services for private companies, the certificates shall be issued or confirmed by them. If there are no certificates, a statement from the service provider can be accepted,

— Information on education and professional qualifications at the service provider and the company’s administrative management, in particular for the or those person(s) who will be responsible for carrying out the service.
Minste nivå(er) av standarder: — A good ability to fulfil the contract is required,
— The person who carries out the assignment is always required to have
a minimum of 6 months experience from flushing and cleaning sewage networks (main pipelines DN 150-1600),
fulfilled a RIN (pipe inspection course) or equivalent in flushing sewage pipelines,
the necessary certificates for driving heavy lorries,
— The person who shall empty the oil separators and equivalent fluids is required to have ADR competence proof.
