12232 and 12233 Ila prison, K101 engineering, procurement and construction with partnering contract

In connection with the projects 12232 Ila Prison - Gate building and 12233 Ila Prison - ward G, Statsbygg, henceforth referred to as the Awarding Authority requests tenders for an engineering, procurement and construction with partnering contract: “K101 engineering, procurement and construction with partnering contract”.
The objective and challenges of the project are to organise systems and prepare implementation plans so that they can be executed as a partnering contract. The Awarding Authority shall therefore award a contract to a partner who shall implement the project.
Relevant partners shall define their team themselves and this team shall cover all relevant disciplines in relation to engineering design and execution.
Contractor with consultants shall in a partnering contract with the awarding authority prepare a preliminary project and implementation plan within the current budget which will be given when the contract is entered into.
Project 12232 - Gate building:
Ila prison has an increasing requirement for upgrading the control of persons and goods in and out of the prison. In connection with this, it is a strong request that a gate building in the outer lock area with culvert connection from the gate building and into the facility is established.
The sub-project comprises of:
— Gate building: 408 m² gross area divided in 2 levels,
— Lift and stairs,
— Culvert: 90 m long.
Project 12233 - Ward G:
An imprisonment service inside the walls with particularly high security (SHS) is requested. If required this service shall function together with sections of the prison. Extent: the new building has a gross area of approx. 430 m², divided in 2 levels.

Qualification requirement: It is required that the tenderer has a legally established company.

Documentation:

Company registration certificate.

For foreign companies the Awarding Authority requires equivalent certificates in accordance with the legislation in the country where the company is registered.

Tax information:

2 copies of tax and social security contributions certificates shall be presented:

— Tax certificate (taxes, advance tax deduction, garnishment, payroll tax),

— VAT certificate.

Tax and VAT certificates can be commissioned from one office. The tenderers may either contact the local tax collector office or the tax office.

The certificates shall not be older than 6 months from the tender deadline.

Tenderers with business addresses in other EEA countries than Norway shall present corresponding certificates. Compare the Public Procurement Regulations’ §20-12 (3).

HSE self-declaration.

All tenderers shall present a HSE self-declaration within the tender deadline. The self-declaration shall be in accordance with the form attached the tender documents.

Tenderers registered in StartBANK can provide information of the StartBANK identification or send copy of registration to the StartBANK instead.

Complete annual accounts for the previous 2 years including notes and the auditor’s report. The Awarding Authority reserves the right to obtain credit appraisals of the tenderer.

It is required that the tenderer has sufficient financial strength and liquidity to manage the projects' financial extent.

It is required experience from buildings with special security requirements, such as defence buildings, government buildings, embassies, police buildings, prisons, etc.

Documentation: Up to 3 relevant reference assignments, where the information of the following shall be given:

1. Description of type of project, including complexity in relation to security.

2. Contract practise, e.g. partner contract.

3. Name of the awarding authority.

4. Date of execution.

5. The company’s role and task in the project
