Preparation of development plan.
A complete proposal for a development plan shall be provided for the two prison properties with adjacent areas, ready for political consideration.
The contract includes a mapping and analysis of the current situation and the Norwegian Correctional Services’, prisons’ and Statsbyggs future needs. On the basis of the analysis an overall development study, suitable as a basis for discussions between the Correctional Services and Bergen Municipality, shall be prepared. The study shall be prepared on a principal and overall level, and shall form the basis for decisions relating to the development plan's provisions. The material for the study shall be appropriate to illustrate the proposed development plan.
Delineation of the planning area, type of plan (area or detailed plan) and whether the proposed plan will trigger the requirement for an environmental impact assessment, has not been established. This will be clarified in consultation with Bergen Municipality before this assignment comprises.

Foreign tenderers are required to enclose equivalent certificates as mandated in the law in the country where the company is registered.
Tax certificates.
2 tax certificates shall be enclosed:
— Tax certificate (tax, advance payment, garnishments, payroll tax),
— VAT certificate.
The tax certificate and the VAT certificate can be ordered from the same place. Tenderers can either apply to their local tax collection office or to the tax office.
The certificates shall not be older than 6 months, calculated from the deadline for receipt of tenders.
Tenderers with business addresses in other EEA countries than Norway shall enclose equivalent certificates in accordance with the procurement regulations § 20-12 (3).
HSE self-declaration.
All suppliers must submit HSE self-declaration within the tender deadline. The self declaration shall be in accordance with attached schema in the tender documents.
