The purpose of the procurement is to enter into framework agreements which provide access to the necessary expertise that the Awarding Authority at that time not have, and/or have not found it practical to hold internally. The framework agreements will also provide necessary additional capacity for the requirements of a temporary nature.
The framework agreements, based on this competition, shall be entered into for each service area within:
Project management, quality management, ITIL, ITIL process management.
IT Security.
Infrastructure.
It is possible for tenderers to submit tenders for some of the designated areas, only. The Awarding Authority will enter into 3-5 parallel framework agreements for each area.

In addition, there will be a requirement for quality assurance, transfer of competence and evaluation.

Økonomisk og finansiell stilling:
Statement of the company's turnover for the previous years with relevance to this contract.
A certificate from a recognized credit rating agency which contains credit rating grade credit degree of the tenderer - normally indicated by a letter grade or brief text, and explanation thereof, shall be enclosed with the application.
Minste nivå(er) av standarder: Minimum credit rating is that the company is worthy of credit.
Teknisk og faglig kapasitet:
(1) Manpower proposed for this contract (organisation chart) with names and CV's of the key personnel who will be responsible for its execution (for service and works contracts).
(2) A list of the principal deliveries effected, or main services provided, by the company, in the past 5 years, with the values, dates and recipients (for works contracts).
(3) A statement of the company's health, environment and safety policy.
(4) A statement of the quality assurance/quality control system operated by the company.
(5) A certificate issued by an accredited certification authority attesting to the quality assurance, production or technical capacity of the company, or equivalent documentation (for service and works contracts).
List of references for the previous 3 years with relevance to this assignment including recipients, values and references. It must be stated what is delivered and the provider’s function in the delivery.
