The contract is for operational and maintenance assignments on the road network in the above mentioned districts in Oslo municipality. Annex 1 of the tender documents, “Description of services included in the assignment” gives an account of what the contract includes, the contract’s geographical extent and special conditions that must be taken into consideration. The following services are included in the assignment:
— winter operations,
— spring cleaning,
— emptying drains,
— asphalt repairs,
— operations patrol,
— cleaning machines,
— stops/shelters/car parks,
— various calculation works.
The services are described in detail with deadlines for when each of the elements shall be carried out. However the service provider himself is to find methods for carrying out the service in the most efficient way possible without this having an effect on the quality requirements.
The contract is for 4 years.
The assignment shall start 1.9.2012 and end 31.8.2016.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
(1) Company registration certificate.
(2) Evidence of enrolment on the professional or trade register, as required by national law, in the country where the company is established.
(3) Value added tax certificate (national requirement).
(4) Company tax certificate (national requirement).
(5) Self-declaration in compliance with Appendix 2 (HSE) of the Norwegian procurement regulations (national requirement).

— the service provider shall be a legally established company.
Økonomisk og finansiell stilling:

— Credit rating, not older than 6 months, based on the last known accounting figures. The rating shall be carried out by a publicly certified credit rating institution.
Minste nivå(er) av standarder: The service provider shall have the financial capacity to fulfil the contract.
Teknisk og faglig kapasitet:

— information on the tenderer’s average work strength in the last 3 years as well as information on education and professional qualifications (CV) for the technical and administrative personnel who will be responsible for fulfilling the contract,
— list of all the technical units that the tenderer can use for fulfilment of the contract, including equipment that any sub contractors will use. The list shall state the type and year model for each unit,
— binding statement that documents that the tenderer can use other company’s (sub contractor’s) capacity, including both manpower and machines. Information shall be given on how much of the contract will be carried out by sub contractors,
— overview of equivalent assignments carried out in the last 3 years. The overview shall state the works’ value, date and the name of the public or private recipient,
— account of the service provider’s environment control system. The account shall include how the service provider works in general to reduce salt consumption as well as how the service provider plans to do this for this contract.
If the service provider is certified, a copy of the system certificate issued by an accredited certification organ is to be enclosed.
— account of the service provider’s quality assurance system/control system. The account shall, among other things, include the declared routines for the execution and inspection of the works out in the field, including the routines for self inspection and for the approval of executed works.
