0192011 - Contract for restoration/reconstruction of Haraldrudveien 20

Oslo municipality, represented by the Agency for waste management (REN), henceforth referred to as the Awarding Authority invites to an open tender contest in connection with procurement of “0192011 - Contract for restoration of Haraldrudveien 20”. The Awarding Authority has purchased Haraldrudveien 20 AS (HA20 AS). The Awarding Authority’s property at Haraldrudveien shall be used as head office for the Agency for waste management and shall be adapted to the agency’s use by reconstruction/renovation with the Agency for waste management as builder.

Egnethet til å utøve yrkesvirksomheten:
(1) Company registration certificate.
(2) Evidence of enrolment on the professional or trade register, as required by national law, in the country where the company is established.
(3) Value added tax certificate (National requirement).
(4) Company tax certificate (National requirement).
(5) Self-declaration in compliance with Appendix 2 (HSE) of the Norwegian procurement regulations (National requirement):
— the tenderer shall be a legally established company,
— the tenderer shall have settled conditions in relation to payment of taxes and VAT,
— the tenderer shall present a HSE self-declaration.
Økonomisk og finansiell stilling:

The Awarding Authority will obtain credit appraisal from Experian AS and emphasis this in connection with evaluation.
Minste nivå(er) av standarder: The tenderer shall have financial capacity to execute the contract.
Teknisk og faglig kapasitet:
(1) Overview of the company's total manpowe.r
(2) Manpower proposed for this contract (organisation chart) with names and CV's of the key personnel who will be responsible for its execution (for service and works contracts).
(3) A list of the principal deliveries effected, or main services provided, by the company, in the past 5 years, with the values, dates and recipients (for works contracts).
(4) A statement of the quality assurance/quality control system operated by the company.
(5) Other documentation required (please state below):
— description of the tenderer’s manpower. Organization plan shall be attached,
— the tenderer’s, any sub-contractor’s principal deliveries for the previous 5 years including values, dates and recipients/awarding authorities. It is requested that relevant assignments, only are presented,
— a brief statement of the system and a description on how the quality assurance of the assignment will be implemented,
— copy of central approval or other documentation which substantiate the competence.
Minste nivå(er) av standarder:
Good implementation ability is required.
Experience from corresponding assignment, i.e restoration of corresponding buildings.
A good and efficient quality assurance system is required.
It is required that the tenderer has relevant central approval in enterprise classification 2 or that the tenderer has corresponding competence in such a way that local approval will be given in connection with start of works.
