0112012 - Purchase of bags for extended source segregation in Oslo
7.6.20006 “the Waste Plan for Oslo municipality 2006-2009” was passed in the City Council. The resolution implies i.a. that Oslo municipality shall implement source segregation of food and plastic waste for the entire municipality. The objective of plan is to increase the degree of material recovery with 50 % within 2014. The source segregation of food and plastic waste is a significant measure for achieving this. Increased source segregation in Oslo includes all of the municipality’s households and involves considerable alteration of the waste collection system.
Source segregation of plastic and food waste in Oslo implies that the waste shall be segregated at home and collected similarly as residue waste, paper, cardboard and cartoons. The alterations mean that the subscribers shall use green and blue plastic bags. The plastic is to be put in the blue bags and the food residue in the green bags. The remaining residue waste shall be put in shopping bags. The bags shall be tied with a double knot and kept in the collection unit for residue waste.
The coloured bags shall be separated from the residue waste at the Awarding Authority’s new optical separation plant. The Waste to Energy Agency (EGE) completed the first of these plants located at Haraldrud in 2009. The other plant, located at Klemetsrud, was completed in May 2012.
The implementation of extended source segregation was initiated in 1.10.2009 as part I of a pilot project. Part II of the pilot project was initiated 1.2.2010. From 1.10.2010 the deployment of the new segregation systems was initiated in the rest of Oslo.
During 2012 all households in Oslo shall segregate food and plastic waste in blue and green source segregation bags. The bags are procured by the Waste Management Agency (REN) and distributed to the households through the grocery trade. This procurement shall cover Oslo municipality’s requirements for bags in the period from 1.1.2013-31.5.2014.
