Urban life survey for the centre of Oslo

Oslo municipality, c/o the Secretariat for a Vivid Oslo, the Agency for Real Estate and Urban Renewal, henceforth referred to as the Awarding Authority, invites to an open tender contest in connection with procurement of an Urban life survey for the centre of Oslo 2012-2013.
The Awarding Authority will require up-to-date competence of the actual urban life and the prospective for increased extent and intensity of the urban life in the centre of Oslo. This competence is important as a basis for further initiatives for making the centre of Oslo attractive, vivid and available.
As a starting point, good passability for pedestrians and good possibilities for stay and experiences are vital elements for developing an available, attractive and vivid centre. Passability for users of public transport, private motorists and bicyclists are vital in order to ensure the accessibility to the centre. Varied business, service and culture services are a condition for development of a vivid and attractive centre.
The Awarding Authority wishes to develop common competence of the actual urban life in the centre of Oslo and prospective for increased urban life in the same area. The Awarding Authority also requests recommendations of strategies for increasing the urban life in the centre of Oslo.
The Awarding Authority wishes to implement a survey of the urban life in the centre of Oslo. The survey shall be programmed with participation from the Urban Environment Agency, the Agency for Planning and Building Services and private businesses which are represented in the “Vivid Oslo cooperation project”.
“Urban life” is in this connection defined as outdoor activities in the city room independent on purpose and duration of the activity.
“City room” is in this connection defined as public streets, squares and parks.
Price is requested for programme for urban life survey in the centre of Oslo, including proposals for geographic limitations, description of participation process with the Urban Environment Agency, the Agency for Planning and Building Services and private businesses (part 1). Price shall also be given for implementation of the urban life survey (part 2) as well as price for a professional report containing result of the survey (part 3). CPV: 71 40 00 00.
