Renvoasjonsselskapet i Drammensregionen IKS, RfD invite companies to a restricted tender competition for the transport, treatment and final disposal of wet organic waste. The procurement comprises:
Transport of source separated biowaste from reloading station to treatment plant, reception and treatment of biowaste, proper disposal of final products from the treatment. The biowaste shall be treated biologically, digestate or compost shall mainly be used as organic fertiliser or soil amendment material and the energy in any biogas shall be utilised.
A contract will be signed for 3 years with the awarding authority having the right to extend the contract for up to 1+1 year for the above mentioned services. The total biowaste amount in 2010 was 10 622 tons.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
(1) Company registration certificate.
(2) Evidence of enrolment on the professional or trade register, as required by national law, in the country where the company is established
(3) Value added tax certificate (National requirement)

(5) Self-declaration in compliance with Appendix 2 (HSE) of the Norwegian procurement regulations (National requirement)

Minste nivå(er) av standarder:
The company shall have satisfactory finances which ensure the ability to fulfil the assignment:
Equity share = (equity x 100)/total capital,
Requirement: >15 %.
The equity shall make up a minimum of 15 % of the expected annual contract value (defined as 1 000 NOK/t * 12 500 t/annum = 12 500 000 NOK), i.e. minimum 1 875 000 NOK.
Loss buffer = (equity x 100)/operating income,
Liquidity degree 1 = liquid assets/short term debt,
Requirement: >1.5.
Teknisk og faglig kapasitet:
(1) Other documentation required (please state below)
The division of numbers corresponds with the requirement numbers below.
1 Description of available material, what kind of vehicles or vessels will be used
2 References for the transport of residue waste or wet organic waste in the last three years. These shall be documented with the customer’s name, type of waste, volume and length of the assignment.
3a Description of the actual waste treatment system, including a simple flow chart
3b Description of any gas handling and energy production
3c Description of operational conditions such as time/temperature in sanitation, turns, any structure material, mixing ration and the time used in the various processes.
3d Statement of amounts of biowaste received and treated in 2010 and the planned total capacity for 2012.
3e Overview of major operational interruptions in 2009 and 2010, such as registered odour complaints, stop in production, deviations in hygienic parameters, operation outside critical operational terms for sanitation.
Statement of the reasons for the problems and measures which were taken to correct them and a description of whether the measures worked. Possibly a self-declaration that the operational problems mentioned above have not occurred in the relevant period.

3f Statement of which way any biogas was used for energy production in 2009 and 2010.
3g For sites which have not been in operation before the contract work starts or which have been in operation for less than 12 months:
References for sites with equal technology which have been in operation for more than 12 months.
Statement of the site’s name, date operations started, type of waste treated, amount of waste treated, amount of any biogas produced, name and telephone number of a contact person.
3h Back-up site which can accept waste during unforeseen operational interruptions.
Site name, location, short process description and annual capacity.
3i If the use of treatment capacity at several sites is offered, the information in points a-h must be given for each site.
4a Amount of bio remains or compost produced in 2010 and the planned production for 2012.
4b Statement of how much bio remains or compost produced in 2010 was sold/given away for use as soil improvement agents or manure. Statement of the amount and disposal method for that which was used in other ways.
4c Statement of how much of the production in 2010 was within the different quality classes in the regulations on manure products from organic sources or equivalent rules for sites located in other countries.
4d Statement of how must bio remains or compost in 2010 which did not fall within the microbiological requirements in the “regulations on manure products from organic sources” or equivalent rules for plants located in other countries.
5a For applicants and transporters:
Description of the systems for quality assurance.
5b For each treatment plant:
Description of internal control systems which shall fulfil the requirements given in the bi-product regulations and the manure product regulations – contents or overview which gives an overview of procedures, instructions and routines.
5c Equivalent documentation shall be given for foreign applicants and sub suppliers.
6a Copy of emissions permission
6b Copy of certification in accordance with the bi-product rules – with certificate number
6c For biogas plants:
Statement that notification of the production and storage of biogas has been sent to the competent authority and documentation that an independent inspection has taken place in accordance with the requirements in the “regulations for handling hazardous matter”.

6d Which registered manure products bio remains and compost are sold as or included in, and the registration number and who is responsible for the manure product.
Alternative documentation which shows that it is likely that certification will be granted can be provided for the above conditions, or that the notification obligation to public authorities will be fulfilled by 1.4.2012.
Foreign sites shall provide equivalent documentation. An account shall be given if the national rules deviate from the Norwegian rules.
7 A binding statement from sub suppliers which states what kind of service the sub supplier shall contribute with.
Minste nivå(er) av standarder:
1 Applicants shall have access to transport material
2 Companies who shall carry out the transport are required to have required residue waste or wet organic waste in the last three years.
3 Applicants shall have available capacity to treat waste in the stated amounts and the treatment plants shall have a well functioning process.
Applicants shall have access to back-up capacity for treatment.
A biogas plant shall produce gas and use this for energy production.
4 The treatment plants shall produce compost and bio remains of a quality which makes it re-saleable and there shall be depositing for bio remains or compost.
5 Applicants and sub suppliers shall have systems for quality assurance.
6) Certifications and permits for the treatment plant shall be valid and time-restricted certificates and permits shall not run out during the contract period. The notification obligation to public authorities shall be fulfilled.
7 Sub suppliers shall bind themselves to providing the services as described in the document.
