Transport and treatment of biological waste from VESAR

Vestfold Waste and Resource LtD, VESAR, henceforth referred to as the Awarding Authority invites to a restricted tender contest regarding transport, treatment and final disposal of biological waste. The agreement includes:
Transport of source segregated biological waste from transfer station to treatment facility, reception and treatment of biological waste, reliable disposal of the end-products from the treatment. The biological waste shall be treated as biological, bio residue or compost and shall mainly be used as fertiliser or soil improving agent and any energy shall be used as biogas.
The Awarding Authority will enter into a 1 year agreement with option for the Awarding Authority to prolong the agreement with 1+1 years. The total quantity of biological waste in 2010 was 12 170 tonnes.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
(1) Company registration certificate;
(2) Evidence of enrolment on the professional or trade register, as required by national law, in the country where the company is established;
(3) Value added tax certificate (national requirement);
(4) Company tax certificate (national requirement);
(5) Self-declaration in compliance with appendix 2 (HSE) of the Norwegian procurement regulations (national requirement).

The tenderer shall have sufficient economy which ensures the ability to carry out the assignment:
Equity = (equity—100), aggregate capital,
Requirement:> 15 %.
The equity shall amount to minimum 15 % of the expected annual contract value (defined as 1000 NOK/hour*10000 hours/annum=10 000 000 NOK), i.e. minimum 1 500 000 NOK.
Willingness guarantee in the form of surety from bank or financial institution, equivalent to 15 % of the expected annual contract value.

Innskudd og garantier som kreves:
As a guarantee for correct implementation of the contract, the tenderer shall furnish guarantee for the contractual obligations in the form of surety from bank or insurance company. The guarantee shall be subject to index adjustment simultaneously with the contract.

Prior to start of the contract works, the guarantee shall amount to 15 % of index adjusted estimated annual contract value, including VAT. This guarantee shall be valid for the entire contract period. The tender shall include a willingness certificate for this guarantee from a financial institution.
