On behalf of the Ministry of Defence, Forsvarets Logistikkorganisasjon’s (FLO) (The Norwegian Armed Forces Logistics Organisation) ICT capacities, will have the overall responsibility for coordination of Norway’s activities in the NATO Security Investment Programme (NSIP). The Norwegian Defence Estates Agency, henceforth referred to as the Awarding Authority, is responsible for the EBA portfolio and reports to FLO which has the reporting responsibility to NATO.
The organisations will not have equal requirements for following the NATO procedure since the project implementation will be in accordance with a specific standard. Based on this the Awarding Authority will enter into a framework agreement with one service provider, only. It is possible for the Norwegian Armed Forces, fao. FLO/IKT, to enter into a separate agreement with the successful service provider. Both contracts shall be in accordance with the Awarding Authority’s template for framework agreement. The procurement involves framework agreement regarding consultancy services for NATO Security Investment Programme (NSIP) for the period from 2012-2014. Option for 2 years prolongation. The intention of the agreement is to cover the requirements for consultancy assignments for areas where the Awarding Authority lacks own capacity or competence.
Only the Awarding Authority’s department for Development will enter into the framework agreement, whilst for FLO, only the Division for ICT capacities, will enter into the framework agreement.
It is expected that assignments through the framework agreement will mainly be executed by the Awarding Authority’s head office in Oslo and FLO ICT’s capacities in Kolsås, with short-term assignments in other areas where the Awarding Authority and FLO implement projects.
Costs in relation to the Awarding Authority’s and FLO’s premises at Grev Wedelsplass 5 in Oslo and Kolsås in Bærum, respectively, shall be included in the man-hour rate, while other trips ordered by the Awarding Authority shall be invoiced in accordance with agreement and the State travel allowance scale.
