The Grieg Hall – project management, engineering design management and construction management

It has not been carried out essential or systematic renovation during the thirty years that have passed since the opening, and the requirements for reconstruction and renewal are extensive and pressing. An application to the Ministry of Church and Cultural Affairs, Bergen municipality and Hordaland County has therefore been submitted where the Awarding Authority requests governmental involvement in connection with renovation and renewal of the Grieg Hall in the period 2012-2015.
The main reconstruction works include areas and equipment associated with the Grieg Hall, the Peer Gynt hall and the foyers, as well as renovation of the roof and main facades, including other general internal upgrading. The total budget is approx. 196 000 000 NOK, excluding VAT, of which approx. 60 000 000 NOK are reserved the theatre/stagecraft.
The reconstruction works are expected to be executed during a 4 year period and the works must be adapted to ongoing services/events in the building. The reconstruction works will to a major degree involve the existing building and technical systems.
The project will require several senior advisers in addition to the normal "house advisers”. Theatre Technical Consultant will be a major participant who shall provide guidelines for other consultants’ assignments and services. The purpose of this tender notice is to ensure paramount project management, construction management and engineering design management as the first stage of initialisation of detailed planning prior to implementation.

The service provider shall have satisfactory conduct in accordance with the Public Procurement Regulations, § 20-12.
This shall be substantiated by presenting a self-declaration document.

The service provider’s annual accounts for the previous 2 years, including reports from the board and the auditor. If the accounts for the last years are not yet completed within the tender deadline, the service provider shall present temporary accounts for the year in question. Own business:
A brief and general description of the business, including:
— A statement of the company's business idea and core competence with related to the extent of the delivery,
— An overview of the company’s history, organization and ownership, as well as a description of current activities,
— An overview of the available human resources in the service provider’s organization (competence profile),
— Description on how the provider is organized in connection with implementation of this contract,
— A brief description of the principal quality assurance system which is the basis for implementation of the contract.
Joint venture partners / sub-providers:
In case of potential cooperation constellations and use of sub-providers the provider shall present a description of:
— Name and address, extent of responsibilities and roles in the relationship, the formality of the relationship, as well as whether the provider intends to include a sub-provider as an active participant in the tender process,
— What excess value joint venture partners will provide in relation to organisation and capacity,
— The Joint venture partner’s organizational structure shall be attached - including organization chart with description. The units intended for implementation of the contract shall also be described. This description shall as a minimum contain the number of employees divided between each unit and how they are linked to the organization chart,

— How the business relationship with joint venture partners is secured or will be secured. It should be stated if the relationship is exclusive, binding, etc. If the relationship is necessary for the service provider to be qualified, documentation shall be submitted which describe that the sub-contractor is available in connection with this assignment, compare the Public Procurement Regulations § 17-9(2).

If the provider chooses to replace the sub-provider, immediate notification shall be given to the Awarding Authority. The Awarding Authority reserves the right to refuse approval of any sub-provider if there is justifiable basis for this.
Description of relevant deliveries for the previous 5 years shall be given. The Awarding Authority requests that the attached template is used. If a different template is used, the description shall as a minimum contain:
— Concert/culture building with considerable theatre and stage technical structures,
— Reconstruction / renewal while the building/facility is in operation,
— Long-term implementation period,
— Cooperation with external user / resource groups.
The Awarding Authority will contact the stated references for verification of the information.
