Stockpile for pre-insulated district heating materials

Hafslund District Heating, henceforth referred to as the Awarding Authority shall enter into an agreement with an external supplier for the following: “Stockpile for pre-insulated district heating materials”. The contract will mainly include:
— establishment of stockpile for pre-insulated district heating pipes with associated fittings,
— stock holding and administration of the stockpile,
— procurements and refill of pre-insulated materials in stock,
— storage of other space demanding materials.
The offered materials shall meet the requirements given in “Instructions for district heating development”, compare www.hafslund.no.
The distance from the centre of Oslo to the stockpile location shall not exceed 100 km. This may not apply for larger pipe sizes where delivery will require more time. This is further described in the tender documents.
The agreement period is 4 years with option for up to 2 years prolongation.
Written and oral communication shall be in Norwegian (Danish and Swedish can be accepted).
The procurement shall be carried out as a negotiated procedure and is a two-stage procedure with one prequalification stage and one contract award stage.
The prequalification stage: Suppliers shall submit requests for participation in the tender contest. The suppliers who meet the qualification requirements will receive the tender documents and be invited to submit tenders.
Contract award stage: Suppliers who have submitted tenders and meet the requirements given in the tender documents will be invited to negotiations.
