Municipal Undertaking for Social Housing, henceforth referred to as the Awarding Authority, is liable for administration, management, development and maintenance for more than 10 000 dwellings, with approx. 25 000 dwellers. The Awarding Authority shall enter into an agreement with a service provider for snow clearing, hand shovelling of entrances, scattering, sweeping and transport of sand for the entire portfolio.
The total building area is approx. 1 500 000 m2 divided between approx. 225 buildings. The buildings include block of flats, welfare/welfare housing and small houses. The Awarding Authority reserves the right to adjust the assignments (purchase and sale of properties during the contract period). The Awarding Authority has therefore the right to withdraw or add properties.

Beskrivelse av opsjoner:

Option for the Awarding Authority to prolong the agreement with 2 years on identical conditions, however with opportunity for index-linking the service for option in accordance with the contract’s point 9.3, annex 2 a. Maximum contract period is 4 years.

(4) Self-declaration in compliance with Appendix 2 (HSE) of the Norwegian procurement regulations (National requirement).

— the company’s most recent annual accounts including notes, the board’s and the auditor’s reports as well as the latest information with relevance to the company’s accounting figures,

— credit appraisal/rating, not older than 1 year, which shall be based on the most recent known accounting figures. The rating shall be carried out by a publicly approved credit rating agency.

The tenderer shall have sufficient financial capacity to execute the assignment/meet the contractual obligations.

Teknisk og faglig kapasitet:

(1) Other documentation required (please state below):

— the tenderer is requested to describe experience with equivalent assignments. An overview of relevant assignments executed the previous 3 years, including values, dates, and recipients. Minimum 3 relevant references should be given (see annex 6: Reference form) and the Awarding Authority shall be given authority to contact these references.

The tenderer shall also present certificates from former awarding authorities, where these awarding authorities’ assessments of the execution are given. The attached form (annex 8) may be used.

— Overview of the tenderer’s total manpower,

— overview of competence and experience of the personnel proposed for the assignment,

— overview of back-up resources, possibly overview of management/manpower during holidays, in case of sickness absenteeism, etc.,

— statement of use of potential sub-providers. Note that the requested capacity and suitable manpower proposed for the requested service also apply for sub-providers. If sub-providers are engaged, the attached liability statement (annex 7) must be signed,

— statement regarding the service provider’s quality assurance system/control system. Description of the service provider’s quality assurance system and internal control system. A description shall also be given for routines to avoid personal injuries and damages on equipment/objects in connection with implementation of the service. The description can be substantiated by presenting copies of the relevant quality assurance certificates.

Andre særlige vilkår:

Contractual obligations in relation to salary and working conditions; cf the Regulations regarding salary and working conditions in public contracts, from 8.2.2008.

The contract’s point 11.1 includes requirements that Norwegian service providers are associated public approved apprenticeship scheme when the contractual works are initiated.

The service provider shall in connection with contract signing, present documentation showing that the company is a publicly approved apprenticeship company or substantiate that this requirement is met at start of contract works.
