The Norwegian Coastal Administration, henceforth referred to as the Awarding Authority, is responsible for the development of the network portal BarentsWatch.
BarentsWatch shall become an overall monitoring and information system for the northern sea and coast areas. The establishment of this network portal will require a close cooperation with a number of other institutions. The system will consist of an open and a closed part.
The open section will be a public information portal. It must be multilingual; initially in Norwegian and English implemented both in relation to screen dialogue as well as content. It shall communicate information to the public regarding areas such as climate and environment, maritime transport, marine resources, oil and gas and themes around sovereignty.
This qualification applies to the development and implementation of the platform’s framework with technical infrastructure and basic services in all four areas of expertise.

The procurement is the first in a series of procurements, but this service / product shall be purchased once. Platform / framework will be an investment that is intended to last for several years. The Awarding Authority follows the methodology and structure of the SSA. The maintenance agreement will be subject to competitive tendering in accordance with best practice. The tender documents I will give an account of the contest rules, including rules for contract award and method for reducing the number of tenderers. Award criteria and rules for the remaining part of the competition. Tender documents II will contain the contract proposal with annexes, including requirements specification. Tender documents I and II will be distributed to the 3-5 qualified tenderers. See the attached documents for further information. (NT Ref:224974).

Other documentation required: It is required that the service provider has paid taxes and social contributions and meets the minimum requirements regarding health, environment and safety.

Arrears of taxes and social contributions may result in rejection.

This shall be documented by presenting:

Value added tax certificate.

Company tax certificate.

HSE self-declaration.

Økonomisk og finansiell stilling:

Other documentation required: Credit appraisal from an approved credit rating agency such as Dun & Bradstreet, Lindorf or Creditinform. The appraisal shall be based on the most recent known accounting figures with a statement on how the credit rating has developed during the previous 2 years.

Minste nivå(er) av standarder:

It is required that the provider has solid financial solidity. This means that the provider is worthy of credit, has satisfactorily liquidity and low risk of going bankrupt.

Teknisk og faglig kapasitet:

Other documentation required: Reference list of the company’s principal relevant deliveries for the previous 3 years shall be attached the tender. The list shall contain information of values, dates, recipients and contact persons. The references will be checked upon requirements. The list shall also contain information of the quality of the deliveries, implementation, the provider’s role in the assignment and method description.

Based on these references, the Awarding Authority will select participants for the tender contest based on the following:

1. The provider’s documented competence for each of the four areas of expertise. The Awarding Authority will carry out an assessment of the documented expertise and relevance for each of the areas with a point scale from 0 to 5, where 0 is the lowest score. If the assessment gives 0 point for one of the areas, the provider is not qualified. Best possible score is 20 points.

2. The provider’s documented capacity.

Point scale from 0 to 5 where 0 is the lowest score.

Best possible score is 5 points.

3. The provider’s documented knowledge and experience with iterative system development.

The Awarding Authority will carry out an assessment based on the provider’s description of available expertise.

Based on the total points, the Awarding Authority will execute a ranking where the provider with the highest points will be prequalified for participation in the tender contest.
