The contract is for 2 years with an option for a further 1+1 year on unchanged terms.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
(1) Company registration certificate.
(2) Value added tax certificate (national requirement)
(3) Company tax certificate (national requirement)
(4) Self-declaration in compliance with Appendix 2 (HSE) of the Norwegian procurement regulations (national requirement)
The service provider is required to have a legally established company.
Norwegian service providers shall enclose a tax certificate for VAT from the tax collector and a tax certificate issued by the chief municipal treasurer (Form RF-1244) where the service provider has his main office. The tax certificates shall not be older than 6 months calculated from the deadline for receipt of tenders.

Service providers who shall carry out work in Norway shall enclose a self-declaration that the service provider fulfils, or will fulfil upon award of contract, the legal requirements in Norway within health, safety and the environment.

The awarding authority will use Creditinform/Experian’s “Complete report” in their evaluation.
The awarding authority will obtain a credit rating as a basis for the evaluation.
Newly started companies, or companies which are not credit rated can instead provide parent company guarantees or similar which provide equivalent security for the ability to fulfil the contract.
Minste nivå(er) av standarder:
Service providers shall have a economic and financial solidity which gives the awarding authority security that the service provider will be financially viable for the whole of the contract period.
The minimum requirement for credit worthiness is rating A or equivalent that the tenderer is credit worthy.
Teknisk og faglig kapasitet:

Requirement 5: Experience.
Reference list: Documentation shall be enclosed which refers to the most important contracts in the last 3 years, including their extent, value, date and awarding authority or recipient as well as the telephone number of the contact person.
Requirement 6: Competence.
Documentation of membership in the Norwegian Valuers and Surveyors Association or equivalent with a statement of the valuation field.

Requirement 5: Experience.
Considerable experience from similar assignments is required. Similar assignments means valuations, rent evaluations, condition evaluations etc. of residences as mentioned in the annex Specifications.
Requirement 6: Competence.
The responsible professional at the tenderer is required to have sufficient competence and a certified education in order to ensure that the services are performed in a professionally acceptable way.
