PSO District heating Infrastructure – tender round 2, 2011

In order to make long term exploitation of renewable energy possible in Norway, the Ministry of Petroleum and Energy represented by Enova SF, henceforth referred to as the Awarding Authority, would like to stimulate the development of the district heating capacity so as to increase the delivery of heat to final users. The Programme for District Heating Infrastructure gives compensation to market participants who develop infrastructure for district heating in Norway. Infrastructure for district cooling connected to district heating can also receive compensation from the programme. Programme district heating infrastructure provides compensation to participants which will develop infrastructure for district heating in Norway. Resources for this compensation come from the Energy Fund.
The programme is executed as a tender for public procurement system for purchase of services (Public service obligation/PSO) of general financial significance in such a way that the Tenderer undertakes service obligations in accordance with this tender documents and accompanying documents.
The concept “services of general financial significance” is defined as services with general or social interests and may therefore not always fit in with the market’s conditions for production and distribution.
Based on this, the Awarding Authority can provide financial compensation if the further described conditions are fulfilled. These may typical be requirements in connection with distribution, affiliation and quality, including security of supply.
