Invitation and information:
In connection with the ICT system for budgeting and reporting (internally referred to as “Cognos”), Statsbygg, henceforth referred to as the Awarding Authority, requests tenders for the following areas:
1. Operation and administration of the existing components and tools in the Cognos system.
2. Development of new functionality in the Cognos system.
3. Consultancy related to components and tools in the Cognos system.
Further clarification of what is defined as operation, administration, development and consultancy is given in chapter 2.2. Further details of the Cognos system, as well as which components are included in the system are available in the file named “Vedlegg til konkurranse-grunnlaget”.
This file gives further specification of what is defined as operation, administration, development and consultancy.
This document also describes the expected competence requirements for the various components included in the system, as well as the Awarding Authority’s requirements for how this competence is expected to be documented. See also points 2.2-2.5.

Qualification requirements:
It is required that the tenderer has a legally established company.
Documentation:
Company registration certificate.
For foreign companies the Awarding Authority requires equivalent certificates in accordance with the legislation in the country where the company is registered.
2 copies of tax and social security contributions certificates shall be presented:
Two tax certificates shall be provided:
— tax certificate (taxes, deferred income/revenue, garnishment, employers contributions),
— VAT certificate.
Tax and VAT certificates can be commissioned from one office. The tenderers may either contact the local tax collector office or the tax office.
The certificates shall not be older than 6 months from the tender deadline.
Tenderers with business addresses in other EEA countries than Norway shall present corresponding certificates. Compare the Public Procurement Regulations’ §20-12 (3).
HSE self-declaration.
All tenderers shall present a HSE self-declaration within the tender deadline. The self-declaration shall be in accordance with the form attached the tender documents.
