Project 12075 Temporary premises for departements, K201 Framework agreement contract services

Many departments have moved to temporary premises. As of today's date, eight departments are temporarily located at various different addresses in Oslo. There can be a need for work at further addresses and with various departments because there is uncertainty as to when the departments can move into their permanent premises. Changes can also occur in the location, and there may be a need for activities during moving.
This agreement covers contractor services in connection with the departments' temporary premises. It covers measures such as establishing boundary security, securing special zones such as reception/entrances and the like, together with necessary follow-up works. It can also be necessary to implement other measures not provided by the landlord. The works comprise various trades, see attached tender sheet.
Framework agreement for contractor services.
The aim is to enter into a framework agreement with three suppliers. The assignments will be divided between the suppliers as given in section 2.1.i Invitation.
It is difficult at present to define the scope of the contract. The total value of all call-offs is currently estimated to be 50 to 100 000 000 NOK. Suppliers must assume that the scope will vary from the estimate.

Supplier must be a legally established company.
Documentation:
Company registration certificate.
Tax certificates.
2 tax certificates shall be provided:
— Tax certificate (tax, advance tax deduction, garnishments, payroll tax),
— VAT certificate.
Tax and VAT certificates can be commissioned from one office. The tenderers may either contact the local tax collector office or the tax office.

All tenderers shall present a HSE self-declaration within the tender deadline. The self-declaration shall be in accordance with the form attached the tender documents.
Suppliers who are registered in StartBANK can submit StartBANK ID or submit a copy of the proof of registration in StartBANK.

Annual reports with auditor’s reports for the previous 3 years.
Award authority may obtain credit appraisals of the companies.
Minste nivå(er) av standarder: Supplier must have sound economy.
Teknisk og faglig kapasitet:
Overview of the company’s manpower and competence.
List of selected projects carried out the previous 5 years.
For each project the following information shall be given:
1. Description of type of project;
2. Scope in area and cost;
3. Name of the awarding authority and date of execution;
4. The company’s position and tasks in the project.
