Norwegian Mapping Authority

The Contracting authority will procure new software for generating the Norwegian Mapping Authority’s (NMA) real-time GNSS services. These services are today based on DGNSS and Network RTK, and the new software must meet the demands that a continuation of these services implies. The real-time services collect data from more than 140 permanent geodetic stations which are evenly distributed over all of Norway's mainland, and generates correction signals to more than 1 500 registered users where up to 20 % of which are connected at any time. These numbers are expected to increase with time. The software must be able to handle both the collection of raw data, processing of these to a real-time correction signal, and distributing it to users.
NMA has options to extend the contract with the following collateral performances:
— NMA wants to provide the CPOS users with a set of real-time position quality parameters that forms a confidence ellipse in the horizontal plane and a confidence interval in the vertical component. These parameters shall, with a very high level of confidence, tell the user if his calculated position fulfils his accuracy requirements. If the position quality parameters exceed the user defined accuracy requirements, the user shall receive an alert.
Local measurement errors experienced by the rover (e.g. multipath), as well as the measurement errors that are experienced by the reference station network, shall be included in the computation of the position quality parameters.
This service may either be developed as a separate module with a well-defined interface to the network processing software, or as an integrated part of the network processing software.
NMA wants to develop such a service in cooperation with the software supplier. Both NMA and the software supplier are expected to contribute with competence and labour.
— NMA wants cooperation with the software supplier about improvements of the performance of CPOS during increased ionospheric activity. During periods of medium or strong ionospheric disturbances the present CPOS software often has difficulties computing solutions with a sufficient number of GNSS satellites in the reference station network. In such cases, the software is not able to compute and disseminate network based correction data. In the worst cases, the CPOS service can be unavailable for several hours. Because of this, NMA wants the data processing in the new software to be improved in order to achieve a more robust CPOS service during medium and high ionospheric activity.
NMA will contribute to this work with raw data from the northern part of our reference station network as well as our internal competence on the ionosphere.
— The accuracy of the rover’s position can be increased if modeling of the networks distance dependent biases can be improved. These biases complicate the RTK ambiguity solution, which is the basis for high accuracy coordinate solutions in real-time. In addition to the ionospheric bias, there are also the orbit and tropospheric biases distance-dependent error sources. NMA aim to provide our customers a CPOS service with higher accuracy than today. To achieve this goal the modeling of the orbit and tropospheric biases needs to be improved. NMA wants to know, therefore, how you can achieve improvement of orbit and tropospheric modeling in network RTK.
