Prequalification operation and maintenance of Register.kirken.no
Description of the procurement.
The Church Council would like to enter into a framework agreement for the operation and maintenance of the member register. The framework agreement is for 3 years with an option for a further 1 year.

Further development of the member register will be done in accordance with this strategy.
Dnk currently has a web based register system which is used by all central and local units in Dnk. The users are spread over more than 1 500 units (central bodies, diocese councils, deaneries, church councils and parishes) over the whole of Norway.
The system administers information on Dnk’s members and its committee membership, employees, users, organisation units, church actions and tax free gifts. Parochial church council and diocese council elections are held every other year and the registration system is the basis for this process. The register system is built on information from central government registers such as the Central registry office, the Central coordinating register for legal entities, the AA register and the land Register.
This central system was established and taken into use in 2009. Further development has occurred in 2009-2011. Dnk plan further development in a number of areas such as:
— Close connection with various local church case handling systems,
— Keeping an electronic church book,
— Increased use of portal framework and intranet,
— Increased integration with kirken.no,
— Improved mechanisms for analysis and decision support based on information in the central database,
— Use of meta database concept and accompanying technology,
— Integration with MinID for authentication.
The current technical system is Java based, with MySQL database. The server environment is Linux based. The technical architecture will be reconsidered for the whole of or for parts of the system, including new modules:
This procurement includes 2 areas:
1. Operation of the system in a computer centre;
2. Maintenance of the system, including support, error recovery and small changes.
Major changes and new developments will be carried out through a separate procurement for programme development.
