The Norwegian Water Resources and Energy Admininstration (NVE) is working out new rules for remote reading of energy consumption. The requirements will come under the term advanced measuring and control systems (AMS) and will be included in the regulations from 11.3.1999 no. 301 on measuring, calculating and coordinated action for energy turnover and invoicing network services. It is with this background that the awarding authority shall carry out a procurement of a complete delivery of AMS in accordance with the negotiated procedure.
The procurement includes:
— delivery of meters,
— delivery of a complete system for obtaining measurements, including communication, integration with adjoining systems, as well as commissioning,
— delivery of meters beyond what is included in the AMS project delivery,
— operational responsibility for the system (operative collection) for X number of years with deliveries within the agreed SLA levels. Option for continued operational responsibility for a further X number of years.

Later estimates indicate that the costs will be higher, maybe up to 10 000 000 NOK in total in Norway. (The amount include the network companies’ internal costs).Hafslund Nett makes up approx. 20 % of the network companies in total. The above mentioned estimate does not include the operational part of the delivery. The amount and estimated value of the operational part has not been decided or calculated at this stage.
