The main aim of the procurement is to increase security in Norwegian waters by improving the co-operation and pro-active conduct between pilot, captain and VTS. This means that the education/training should place emphasis on a mutual understanding of each others’ roles, responsibilities and challenges.
1. The training is estimated to be a 4 day course with a combination of lectures, group work and simulator training. The training courses will be supported by the individual's reflections and views throughout, and also after the training.
The training programme should be carried out over a five year period. During this time all 285 pilots, 67 VTS personnel and Kystverkets (The Norwegian Coastal Administration’s) relevant management should undertake the training.
