The Norwegian Directorate of Health, henceforth referred to as the Awarding Authority, shall enter into an agreement with a main provider for development of patient summary record system. Electronic interaction in the health sector is characterized by fragmented participants and large variations in how the information about patients is organised, managed and shared.
This results in all information of patients are often inaccessible for health personnel when required. The patient summary record system shall classify the patients’ vital health information and make these accessible for the health personnel with service requirements across company limits and administration level and make it accessible for the patient as well.

Beskrivelse av opsjoner:

The Awarding Authority will include the following options in the agreement:

Option 1: further continuance of the cooperation with the main collaborating partner, where the service provider shall be totally responsible for further development of the patient summary record system.

Option 2: consultancy services in connection with patient summary record system. The patient summary record system shall initially be established as a pilot project. When the patient summary record system has concluded the pilot project, the system shall be introduced nationally. This assignment will require consultancy services.

Option 3: portal for the citizens will be helsenorge.no. This is a portal based on SharePoint which is owned and administered by the Awarding Authority. Which portal to use for the health personnel is not yet decided, and the delivery of portal to health personnel will be included in the agreement as option.

Option 4: consultancy service for software management, project management, process management, quality assurance and test management.

The Awarding Authority is free to carry out call -offs for one or several of the options, procure the services included in other agreements entered into by the Awarding Authority or publish a new tender contest for these services.
