Per annum the participating municipalities purchase consultancy services of various extent for the disciplines roads, water and sanitation. The objective of the procurement is to enter into 3 parallel framework agreements for delivery of municipal engineering services to Lillehammer, Øyer, Gausdal and Nord-Fron municipalities. Estimated annual value of the framework agreements is 7 000 000 NOK.

— The tenders are ranked as no. 1, no. 2 and no. 3, where 1 is the best tender ranked in accordance with the award criteria, — Assignments with an estimated contract value of up to 250 000 NOK excluding VAT will be awarded directly. If service provider no. 1 can take on the assignment within an acceptable time, the assignment will be awarded to him. If service provider no. 2 cannot take on the assignment it will go to service provider no. 3 etc, — Contracts with an estimated contract value from 250000 NOK to 500000 NOK shall be awarded after a competition between the service providers who have been awarded the framework agreement. The award criteria for the "mini competition" will be total price based on hourly rates in the contract, competence and delivery date. The weighting between the criteria can vary from assignment to assignment, but notification shall be given by the awarding authority before each competition, — For assignments with an estimated value of over 500000 NOK, the awarding authority is free to carry out a "mini competition"as stated above, or hold a separate competition announced in DOFFIN in the ordinary way.
