Parallel framework agreements for electronic security installations

Forsvarsbygg is a professional, public property actor which builds, runs and sells property for the armed forces. The department has a property portfolio of 4 400 000 m2 divided between approx. 13 000 sites over the whole of Norway. Approx. 2 200 000 000 NOk was invested in new buildings in 2010. Forsvarsbygg has 1 556 employees and has a turnover of approx. 6 300 000 000 NOK per annum.
In order to see to the security and protection of the armed forces’ properties and sites Forsvarsbygg would like to enter into nationwide framework agreements with suppliers of electronic security installations.
The framework agreements shall cover the delivery of automatic burglar alarms (AIA), automatic access control (AAK) and TV monitoring (TVO). The supplier must be able to deliver all the mentioned systems. The supplier is expected to take on both engineering design services and the execution of assignments during the framework agreement (including new investments, additional procurements/expansions of existing sites, operation and maintenance).
A minimum of three parallel framework agreements will be signed, provided that is a sufficient number of suitable suppliers and tenders. The framework agreements’ length will be four years, two years fixed and an option for a further two years. The aim is to sign the contracts mid September 2011, with them coming into effect 1.10.2011.
The contracts will mainly be used by Forsvarsbygg, but other underlying departments of the Ministry of Defence shall also be able to use the contracts. The procurements of electronic security installations under the framework agreements are expected to be approx. 200 000 000 – 400 000 000 NOK in the contract period.
Awards of contracts within the framework agreement (call-offs) will be made after a new competition between the framework agreement suppliers. See the tender documents for the terms for the calls-offs under the framework agreement.
