The framework agreements are divided into 4 primary service categories:
A. Project administrative services;
B. Engineering design services;
C. Special consultancy responsible applicant;
D. Regulation architect.
Some of the main categories are again divided into several sub categories/sub services, as described below.

Trondheim municipality has a need for external assistance for working out development plans. The primary orderers of these services in Trondheim municipality will be Eierskapsenheten, Miljøpakken, Byplankontoret, Kommunalteknikk, and Utbyggingsenheten. The assignments will consist of implementing complete regulation processes, including the necessary assessments of noise and traffic. Assistance with feasibility studies can also be required.

1. The service provider shall have broad competence and experience within the relevant service category. The service provider shall have sufficient capacity and ability to fulfil the contract. A minimum of 5 professional persons are required within each service category A, B and D and a minimum of 3 professional persons are required within service category C.

2. The service provider shall have procedures for fulfilling the contract in an environmentally responsible way.
