This is an invitation by the award authority to pre-qualify for participation in a competition for award of contracts for construction, letting, operation and maintenance of the OPS-projects:
1. New primary and secondary school (Classes 1 to 10) and sports facilities at Veitvet in Oslo Municipality. Burying of high tension cable within the northern part of the planned area. Demolition.
2. New secondary school (Classes 8 to 10) with the option for extra premises for district services for children and adolescents and the possibility for extension to 840-pupil school during the procurement or contract period – Granstangen on Furuset in Oslo Municipality.

The suppliers must submit tenders for both schools. A price shall be given for each school separately, and a combined price for both schools. Award authority has the right to award contract to different suppliers for each school if this appears to be most economically advantageous.

Vilkår for deltakelse

Supplier shall have an orderly situation with respect to
tax payments.

Supplier shall be a legally established company.
Suppliers who will carry out work in Norway must fulfil the health, environment and safety requirements which Norwegian authorities have established.

— The supplier's annual accounts, director's report and auditor's report for the last three years and further information of relevance to the supplier's accounting figures. — Confirmation that there will be a mother-company guarantee or other guarantee from a third party (bank/finanance) (If required),
— Information on economic conditions or losses that are not documented elsewhere but are required to be documented in accordance with Norwegian or international accounting standards,
— Expereince of financing similar projects. Shall be documented via reference list in Application Schema. point 4.3,

Minste nivå(er) av standarder: Good economic solidity and financial capability/understanding are required.
Teknisk og faglig kapasitet:
Requirement 1:
1. Competence:
The supplier shall prepare a competence matrix of the individual areas of responsibility/specialist areas.
As a minimum, the matrix must contain the following responsibility areas: project management, controller, SHA, architect, environmental protection officer, technical adviser (design), financial adviser, ecological consultant, property manager and possible central entrepreneur. For each individual experience area it shall be made clear which company will perform the task. A description shall be given, with education and professional qualifications, of personnel the supplier employs for each of the general and specialist experience areas. CVs shall not be submitted.

2. Experience from equivalent assignments:
The supplier shall prepare an overview of important assignments during the last five years, including a description of the five most relevant assignments, including their value, dates and recipients. It shall be especially documented which environmental construction projects have been performed including whether the supplier has knowledge and/or experience of environmental programme and greenhouse gas accounting.

Name and email address of a contact person shall be given for each of the five most relevant projects, including the leasee. Award authority retains the right to contact the named referees.

Requirement 2:
— Valid proof of central approval for the right to perform enterprise class 3 for SØK and PRO and also UTF if the supplier group consists of entrepreneures or,
— Documentation that the enterprise meets the requirements for the right to perform within the same enterprise class and function as stated above. For detailed information regarding which requirements must be met to gain such approval, see Construction Regulations (SAK10) Part Three - Approval and responsibility.

Requirement 3:
— Documentation of supplier's quality assurance and management system to ensure that the work is executed in the most efficient and purposeful manner, including a system that ensures inter-disciplinary environmental and climate requirements,
— The main company in the supplier group shall submit an example of a project plan from a previously executed project which includes: activity description, documentation of performance measurement (activity, costs and progress),
— PA-plans for the management of sub-contractors shall be documented.
Requirement 4:
— Supplier can submit a self-declaration which describes how the routines are carried out. If the routines are described in supplier's quality or environmental management system in accordance with Miljøfyrtårn, ISO 14001, EMAS or equivalent third party verification system, a valid certificate is sufficient.

Requirement 1:
The supplier shall have very good ability to carry out the assignment;
1. Supplier is required to have very good competence from executing equivalent assignments. (Property developer and long-term property owner with procurement, maintenance and operational responsibility).
2. It is required that supplier has experience from equivalent assignments (Property developer and long-term property owner with procurement, maintenance and operational responsibility).
Requirement 2:
It is required that supplier either has or can obtain the necessary public approvals for performance of the contract.
Requirement 3:
A good and well-functioning quality assurance system is required.
Requirement 4:
Supplier must have an established environmental management system which, as a minimum, comprises routines to safeguard the following elements:
— System for the company's environmental objective and environmental politics,
— Environmental competence strategy,
— Procedures for executing the assignment in an environmentally responsible manner.
