Operation and maintenance assignments for the road network with function responsibilities for some of the assignments related to national roads, national foot/bicycle paths, county roads and county foot/bicycle paths with accompanying side areas, etc. in parts of Mandal, Marnardal, Åseral, Lindesnes, Audnedal, Lyngdal and Hægebostad municipalities. The contract period is from 1.9.2012 until 31.8.2017. Option for prolongation of the contract.

(2) Company tax certificate (national requirement).

(3) Self-declaration in compliance with Appendix 2 (HSE) of the Norwegian procurement regulations (national requirement).

If the tenderer is participating in a working partnership, the tender shall include a statement of joint and several liability towards the builder and third party.

Økonomisk og finansiell stilling:

(1) The company’s most recent annual report including new information of relevance to the company’s accounting figures.

(2) Presentation of the company’s annual accounts, or extracts thereof.

(3) Statement of the company’s turnover, of relevance to this contract, for previous years.

(4) Other documentation required (please state below).

Documentation showing any substantial alterations in the tenderer’s equity and solidity in relation to the most recent accounts verified by an auditor should be included in the bid.

Minste nivå(er) av standarder:

The tenderer’s equity shall be positive. If the tenderer is participating in a working partnership, this requirement applies for each of the participants. The tenderer’s average annual turnover should as a minimum be at least equal to the turnover this contract will generate.

Teknisk og faglig kapasitet:

(1) Manpower proposed for this contract (organisation chart) with names and CV's of the key personnel who will be responsible for its execution (for service and works contracts);

(2) A list of the principal deliveries effected, or main services provided, by the company, in the past three years, with the values, dates and recipients (for supply and service contracts);

(3) A list of the principal deliveries effected, or main services provided, by the company, in the past five years, with the values, dates and recipients (for works contracts);

(4) A statement of the company's health, environment and safety policy;

(5) Other documentation required (please state below).

Tenderer unable to present references due to being a newly established company, must give an account of the company’s formation and the company’s competence, planned organisation for the assignment and CVs for the key personnel.

Minste nivå(er) av standarder:

The tenderer shall have necessary technical, professional, organisational and administrative competence and experience.

The key personnel available for the assignment shall have technical and professional competence as well as relevant experience. Documentation of this shall be submitted with the tender.

The tenderer shall have experience from works of corresponding nature and complexity and it is required that the tenderer can present references from relevant contracts executed by the tenderer in a satisfactory manner. Documentation of this shall be submitted with the tender.

Average H1 value for the previous 3 years should not be lower than 20. If this value is higher, the tenderer shall give an account of the development tendency for the H1 value and possibly the F value as well as any implemented improvement measures and substantiated effects of these.
