The Norwegian Government Agency for Financial Management, henceforth referred to as the Awarding Authority, is a management body under the Ministry of Finance. The Awarding Authority has been assigned to strengthen financial management in public sector and improve resource efficiency in the area. The Awarding Authority is the consultant for central authorities in connection with financial management in public sector and carries out administration assignments for all public activities. In addition the Awarding Authority provides financial services to approx. 70 % of government entities. Currently the Awarding Authority has approx. 370 employees divided between 6 regional offices and one central unit in Oslo.

For further information of the Awarding Authority, the tenderers are asked to log on to the following net site: www.sfso.no. The Awarding Authority requests tenders for cleaning services for the office premises located in Paleet, Karl Johansgt. 37B and 41B, Oslo, 4.5 and 6 floors, respectively. The Awarding Authority shall take over the premises 1.11.2011. Total net area is 3 475 m

The cleaning services include regular cleaning and option for delivery internal window cleaning and sanitary products.

The areas which are subject to regular cleaning are: offices, open-plan offices, corridors, silent rooms, meeting rooms, seminar rooms, reception area, common areas, copying rooms, equipment rooms, toilets, broom closets and archive rooms.

The cleaning services shall be carried out in accordance with Norwegian Standard (NS) – INSTA 800. The Awarding Authority also request tenders for sanitary products such as toilet paper, drying paper, soap, air cleaners etc. The agreement period is 2 years with option for the Awarding Authority to prolong the agreement with 1+1 year.

The tenderer shall present credit appraisal from an approved credit rating agency.

The credit appraisal shall be based on the most recent accounting figures. The credit appraisal shall not be older than 6 months from the deadline for receipt of tenders.

¿ In accordance with the act on education § 8, it is within the headmaster’s jurisdiction, and right to lodge complaints are not allowed in accordance with the public administration act. It is therefore vital to present the Awarding Authority’s arguments prior to any new class division. The tenderer shall also present the most recent annual accounts with auditor’s comments.

Sufficient financial strength is required. The credit appraisal shall not be lower than A or equivalent if different appraisal is used.

(1) A list of the principal deliveries effected, or main services provided, by the company, in the past 3 years, with the values, dates and recipients (for supply and service contracts);

(2) A statement of the quality assurance/quality control system operated by the company;
