NRK would like to establish a framework agreement for gardening works at NRK Marienlyst. The chosen service provider will carry out the daily operation of NRK’s green areas at Marienlyst.
A framework agreement shall be entered into with one service provider for 1 year with an option for a further 1+1+1 year. A minimum of 5 and maximum of 7 qualified service providers will be invited, provided that there are a sufficient number of service providers who register their interest in the assignment and who fulfil the qualification requirements.
The framework agreement involves, among other things, maintenance of lawns (approx. 18 000 – 20 000 m2), annual planting of summer flowers (approx. 4 000) and bulbs (approx. 4 000), care of roses, bushes and trees, delivering Christmas trees for Christmas (approx. 15 of varying sizes). Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:

(4) Self-declaration in compliance with Appendix 2 (HSE) of the Norwegian procurement regulations (National requirement).

Requirement: Service providers shall fulfil the legally imposed wage and work terms.
Documentation: Service providers shall enclose a self-declaration on wage and work terms cf. annex 2 in the qualification documents.
Økonomisk og finansiell stilling:
(1) The company’s most recent annual report including new information of relevance to the company’s accounting figures.
(2) Presentation of the company’s annual accounts, or extracts thereof.
(3) Statement of the company’s turnover, of relevance to this contract, for previous years.
(4) Other documentation required (please state below).
The accounts for the last 3 years shll be enclosed.
Minste nivå(er) av standarder:
Tenderers shall document a healthy economy and capacity that does not give any doubt of continued operation during the contract period.
Teknisk og faglig kapasitet:
(1) Overview of the company's total manpower.
(2) A list of the principal deliveries effected, or main services provided, by the company, in the past five years, with the values, dates and recipients (for works contracts).
(3) A description of the tools, plant or technical equipment available to the company for carrying out the contract (for works contracts).
(4) Other documentation required (please state below).
Tenderers shall in addition work out a manpower overview (annex 8) supported by a descriptive text (annex 9) that shows equipment and machines, as well as the professional competence, including the share of sub suppliers/cooperation partners that will be used, as well as any certifications and experience that the tenderer has.

If a tenderer will use other companies’ competence/capacity to fulfil the contract obligations, a Binding Statement (annex 10) from the relevant sub suppliers shall be enclosed, cf. annex 4 in the qualification documents.

Objektive utvelgelseskriterier:
NRK will invite a minimum of 5 and maximum of 7 qualified tenderers to particpate in the competition, provided that there are a sufficieint number of tenderers that fulfil the qualification requirements. If more than 5-7 tenderers fulfil the qualification requirements, NRK will undertake a selection amongst the qualified tenderers to achieve the best possible competition dynamics in accordance with the following guidelines:

Category medium sized/large companies:
— Approx. half of the qualified tenderers will be chosen from medium sized/large companies.
— Medium sized/large companies means companies with 15 employees or more.
Category small companies.
— Approx. half of the qualified tenderers will be chosen from small companies.
— Small companies means companies with less than 15 employees.
If there are more within each category who are qualified, those who, based on a rough evaluation, fulfil the stated qualification requirements in the best way will be invited.
If there are not enough qualified candidates within one category, we will invite more from the other category so that the total number is a minimum of 5 and maximum of 7, as long as we recieve enough qualified tenderers.
Candidates are therefore encouraged to give as adequate replies as possible. The requirements in chapter 2 are not weighted or ranked.
