About the measuring system:
The national measuring system for measuring research results in the health trusts aims to put a focus on the research results and, thereby, be an incentive to increase the quality and productivity of research in the health trusts. The measuring system forms the basis for the award of the result based part of the earmarked grant for research in the health trusts over ch. 732, item 78 in the national budget. The result based part of the grant, which in 2011 made up 70 % of the earmarked grant, is distributed in accordance with a calculation of the average of the last 3 years’ research results based on a calculation of publication points for scientific articles and doctor degrees. As the award of the result based part of the government earmarked grant for research is based on data obtained through the national measuring system, it is important to ensure good quality and quality assurance of the basic data as well as to ensure that data is made available by fixed deadlines.
The Ministry of Health and Welfare’s measuring system for research results is presented in the report “Measuring the research activity in the health trusts. Scientific articles and doctor degrees as result indicators”. NIFU print series no. 1/2003. The measuring system is further developed and over time coordinated with the measuring system for the university and university college sector. After an external evaluation by Sintef technology and health, changes in the measuring and financing system were undertaken in 2011, cf. the mention in Prp in S (2011-2012) as the earmarked grant was changed from a basic component of 40 % to 30 % and a result component of 60 % to 70 %. The weighting of doctor degrees and international cooperation was also changed. Doctor degrees are now given 3 as opposed to the previous 5 points in order to promote publication. International co-authorship now gives a 100 % as opposed to a 50 % increase in value of points when calculating article points.
The measuring system uses a quality division of scientific journals in order to stimulate high quality when publishing scientific articles. There is a tripartite division of levels with the middle level comprising approx. 20 % of the journals. In addition, there is a scheme with high weighting of a small group of general and very important journals. The division of levels is as follows:
Level 2A: A small group of general and very important journals. Weighting: 10.
Level 2: Leading journals that make up approx. 20 % of the journals. Weighting 3.
Level 1: All other journals included in the measuring system Weighting 1.
Service provision:
1) Calculation of the research activity in the health trusts for the period 2011-2014;
2) Calculate and further develop control, parameters for research in the regional health trusts;
3) Calculate and further develop national control indicators for research and innovation in the health trusts;
4) Carry out analyses of the research activity in the health sector.
