Norsk rikskringkasting AS (NRK)

NRK would like to establish new framework agreements for the hire of equipment and the procurement of services within the fields light and sound/PA/monitoring. NRK will accept proposals for new systems, but would, to the greatest possible degree, like tenders for equipment and services which lie within the examples given in the tender documents part IV. The main aim of the contracts is to ensure that NRK shall have the necessary capacity and availability to keep/increase the production capacity in a secure way and with a quality which is in accordance with NRK’s needs. The contracts shall also allow for a high degree of flexibility and a high level of service. Tenders can be given for one or several of the mentioned service/equipment categories, but not for services alone. NRK intends to enter into parallel framework agreements with a minimum of 3 service providers in each of the two fields light and sound/PA/monitoring. There shall be one prioritised service provider per field, but with options for mini competitions for major projects. Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
(1) Company registration certificate.
(2) Value added tax certificate (National requirement).
(3) Company tax certificate (National requirement).
(4) Self-declaration in compliance with Appendix 2 (HSE) of the Norwegian procurement regulations (National requirement).
A signed self-declaration on wage and work terms is required.
Økonomisk og finansiell stilling:

The awarding authority has requirements regarding the service provider’s financial and economic position.
A good economic and financial position is required which shall ensure the ability to fulfil the contract throughout the contract’s duration. Documentation requirement: Annual account with the auditor’s report for the last two completed accounting years, as well as attested print outs of the last period accounts for 2011. Credit rating not older than one month from the date for receipt of tenders.

Teknisk og faglig kapasitet:
(1) Overview of the company's total manpower.
(2) A list of the principal deliveries effected, or main services provided, by the company, in the past 3 years, with the values, dates and recipients (for supply and service contracts).
(3) A statement of the quality assurance/quality control system operated by the company.
See chapter 4 in the tender documents part II Qualification requirements.
Tenderers must have very good professional competence connected to the equipment and the functions included in the tender. Tenderers shall have a stable and competent work force without too high turnover.
Documentation requirement: Description of the tenderer’s competence connected to the offered equipment and service portfolio. Overview of the average number of employees and the number of managers in the last three years within the fields which are relevant for the contract, as well as the turnover for employees and managers for the tenderer as well as for the resources which the tenderer can use. The overview shall, in addition to a general overview, be specified for both of the main categories which are included in the tender.

Tenderers shall have the capacity to deliver the equipment and related services to NRK’s main locations during the contract period. Documentation requirement: Description of the tenderer’s ability to provide the requested services, including the resources the tenderer can use, their own and any others for the security of supplies and services. In addition a description shall be given of the tenderer’s organisation, including to what degree sub suppliers/cooperation partners will be used in order to ensure deliveries to NRK at the correct times and of the correct quality.
