Leasing of 40 vehicles for home care services in Lillehammer municipality 2011-2014

Lillehammer municipality, hereafter called the awarding authority, invite companies to an open tender competition for a leasing contract for 40 official vehicles for the home care services in Lillehammer municipality, delivery date before the winter 2011-2012.
A contract shall be signed with one supplier.
The need is 40 vehicles for a 3 year leasing period with extensive services. The municipality would like tenders which include everything from leasing the vehicles, insurance, service and maintenance, road assistance, replacement vehicle (for service, maintenance, engine stops, damage), full administration and responsibility for following up the vehicles with coordination/calling all services. These vehicles do not drive many kilometres on average but shall be used 365 days a year (morning, evening and night) and shall be continually available for assignments.

The evaluation of the received tenders will be based on the requirements given in point 6.3 – award criteria. Furthermore, as a minimum, the three (3) best tenders shall after the first part of the evaluation be called in to the final part of the evaluation: demonstration and testing of the offered vehicles. It is presumed that there will be a possibilities for demonstration and testing equipment equivalent to what is stated in the tender. The testing shall be done in Lillehammer municipality due to the special geographical and topographical conditions (steep, difficult farm roads, etc.). (travel expenses connected to the testing are to be covered by each supplier.). The testing shall particularly evaluate the following points: — passability and ground clearance, — comfort in various road conditions, — quality of the driver’s view in front and behind (point 7.3), — ergonomics (point7.3), — engine effect and range (if electric vehicle), — fittings, — flexibility. The testing is expected to be carried out in weeks 32-34/2011. (NT Ref:231039).
