K624 installation of lifting tables in project upgrading anaesethesia and surgical dep. ssk stage 2

This competition is for the delivery and assembly of lift installations for the following procurement:
Construction stage 1 has been completed which consisted of a new day surgery building in a courtyard in the somatic hospital with a technical room and main ventilation room for the surgical area. The construction stage which shall be carried out consists of 3 main phases and a couple of middle phases during which we will always have 4 theatres out of action at any one time, whilst the rest of the activities will run as normal.
Construction stage 1 has electrical installations which have been prepared for use/connection with the next construction stages. This will put a lot of demands on the contractor organisation. The construction stage consists of a total of 12 theatres and a theatre for infected patients (new) with the accompanying service room, stores, lifts to the sterile centre, personnel room etc. The surgical area shall either be altered or updated both constructional and technically so that the department, when completed, is a modern surgical department.
This contract consists of an option for 2 lifting tables for the transport of sterile trolleys and persons between the sterile centre on the 3rd floor and the surgical department on the 2nd floor. The lifting tables shall have 2 stops and possibilities for entering/exiting at both the short sides. Consideration must be given to fact that there are corridors under the lift shaft.
As the lifting tables are situated in different construction stages, they shall be delivered at different times depending on how the options are taken up.
The contract form is joint lots, but the lots can be transported to one lot so that it is a typical main contract or general contract. A decision on this will be taken after the tenders have been received. The construction works could also be carried out in 2 shifts so that the time when the surgical department has 4 theatres out of action is as short as possible. The surgical department has a technical middle floor above and below the department, which will simplify the work somewhat.

The current wage and work terms for employees.
The contractor must have central certification for the execution of his trade within development class 3 or must be able to document that local certification will be achieved within the same development class for this project.
Electricians must be able to refer to experience from works carried out in medical areas and they must be certified in accordance with the Norwegian Post and Telecommunications Authority.

Financial solidity.
The company must have the classification “satisfactory” or better for liquidity and solidity in a credit check by Lindorff.
The credit check is to include the last few accounting years, including 2010.
Teknisk og faglig kapasitet:
(1) Manpower proposed for this contract (organisation chart) with names and CV's of the key personnel who will be responsible for its execution (for service and works contracts);
(2) A list of the principal deliveries effected, or main services provided, by the company, in the past three years, with the values, dates and recipients (for supply and service contracts);
(3) A statement of the company's health, environment and safety policy;
(4) A statement of the quality assurance/quality control system operated by the company;
(5) A certificate issued by an accredited certification authority attesting to the quality assurance, production or technical capacity of the company, or equivalent documentation (for service and works contracts).
Applicants must have the capacity to fulfil the assignment within the given progress plan.

Kontraktutførelse
Innskudd og garantier som kreves:
Unless otherwise agreed, the contractor shall provide total security for fulfilment of his contract obligations in the execution period and in the claims period. The awarding authority shall, upon request, confirm the award of contract to the underwriter. The awarding authority is not obliged to pay instalments before he has received the contractor’s security.

The security for the contractor’s contract obligations in the execution period, including responsibility for delayed completion, shall amount to 10 % of the contract sum. The security can be made valid for conditions the awarding authority pleads at the time of the hand over at the latest.

When the contract work has been handed over, the security is reduced to 3 % of the contract sum for conditions which are pleaded during the following 5 years, unless otherwise agreed. The security then ceases, unless the awarding authority has made a claim against the contractor which can be demanded to be covered by the security.

When the security ceases the contractor demands it, the guarantee document shall be returned.
The awarding authority will not provide any security.
