IDR 15/2011 – Framework agreement for inspection of playgrounds

Oslo municipality, c/o the Agency for Outdoor Recreation and Nature Management and the Agency for Sports Facilities, henceforth referred to as the Awarding Authority, invites to an open tender contest in connection with entering into a framework agreement for inspections of playgrounds. In December 2010 it was decided that the Agency for Outdoor Recreation and Nature Management and the Agency for Sports Facilities shall from 1.5.2011, merge with the Traffic Agency, the Agency for Road and Transport and the Agency for Energy Efficiency and this contract will therefore apply for all entities included in the new agency.
The Awarding Authority owns and is responsible for approx. 40 playgrounds located in parks and in recreation areas. The Awarding Authority requests tenders for monthly functional inspections and annual inspections with separate measure descriptions for all of the Awarding Authority’s playgrounds. See annex 2 for overview of locations.
The framework agreement involves functional inspections and annual inspections of the Awarding Authority’s playgrounds. The main objective of the framework agreement is to ensure inspection of playgrounds as an element of the owner’s administration and maintenance, including initiating risk preventing measures.
In case of nonconformity of type A, immediate requirements for measures such as securing and immediate warnings will be required.
It is not possible for the Awarding Authority to estimate the services’ total extent during the contract period. Beskrivelse av opsjoner:
The framework agreement period is 2 years starting from the signing of the contract. Option for the Awarding Authority to prolong the agreement with 1+1 year(s) on unaltered conditions. However, the price will be subject to index adjustment in accordance with the consumption price index of the man-hour rate. This will take place once a year, and first time 1.1.2012.

The company’s most recent annual report including new information of relevance to the company’s accounting figures.
Teknisk og faglig kapasitet:
Manpower proposed for this contract (organisation chart) with names and CV's of the key personnel who will be responsible for its execution (for service and works contracts).
A list of the principal deliveries effected, or main services provided, by the company, in the past three years, with the values, dates and recipients (for supply and service contracts).
A certificate issued by an accredited certification authority attesting to the quality assurance, production or technical capacity of the company (for service and works contracts).
Other documentation required:
It is required that the personnel who shall carry out the works has passed an examination in use of Norwegian Standard for playgrounds; NS 1176 and 1177.
— Copy of approved diploma or certificate.
Good knowledge in and experience with use of the playground regulations are required.
— Copy of course certificate, inspection reports or equivalent where the playground regulations have been in force, and have been a central topic.
Experience from equivalent inspections of playgrounds is required.
— Reference of the service provider’s 3 principal, corresponding deliveries for the previous 3 years, including dates and recipients. The recipients’ contacts for references shall be given with complete names and titles.
Examples of the service provider’s annual reports in accordance with the attached requirement specifications.
