Grefsen school 1-7 years: demolition, construction and total renovation

The existing Grefsen school (1- 7 years) shall be extended from 450 to790 pupils. The assignment comprises engineering design, total reconstruction and new construction. When the extension is completed, the school's gross area will be 3 100 m2 reconstruction and 6 500 m2 new building. In addition, outdoor areas shall also be upgraded.
The project shall be carried out as a general enterprise, based on NS 3431. The procurement follows the procedure for a restricted tender competition without negotiations (prequalification).
The tender will be sent out at the start of August, awarded December 2011. The planning and detailed engineering design services under the turnkey contractor's management will start immediately after contracting. Construction period from August 2012 to June 2014. The school will be moved to pavilions during the contsruction period.

Økonomisk og finansiell stilling:

— The company’s annual accounts for the last 3 years, including management's annual report, result accounting, notes and auditors notes,

— Credit evaluation/-rating, no older than 6 months, based on the last known accounting figures. The complete credit evaluation report shall be submitted, and must contain key numbers for the last three years. The rating must be carried out by a public approved credit evaluation company.

If tenderer is not able to prove their economic standing, in accordance with the above requirements, award authority will consider other suitable documentation.

Teknisk og faglig kapasitet:

— An overview of assignments carried out in the last 5 years, together with certificates of satisfactory execution of the most important works. The certificates shall state the work’s value, as well as the date and place of the work and to what extent the work was professionally carried out and properly fulfilled,

— Information on the education and professional qualifications at the service provider and the company’s administrative management (competence matrix),

— Information on tenderer’s average manpower and the number of co-workers in the administration during the last three years. (Can be the same competence matrix as above),

— Certificate of the company’s quality assurance system/control system issued by independent bodies which confirm that the service provider fulfils certain quality assurance standards, e.g. ISO 9001:2002,

— The awarding authority will also accept other documentation which shows that the service provider has equivalent quality assurance measures,

— Account of the existing routines or approved certificate from third party verified system (e.g. Miljøfyrtårn (environmental beacon, ISO 14001, EMAS),

— Central agency approval or declaration/documentation stating the company’s/enterprise’s qualifications within local approval in enterprise class 3.

Good competence and experience from construction work of an equivalent size and scope i.e. new construction or reconstruction of school buildings or equal assignments carried out as a turnkey contract.

Tenderer shall document:

— Satisfactory quality assurance system,

— Procedures for executing the work in an environmental responsible manner,

— Central approval/qualification for local approval.
