Framework Tempest ICT 2012-2013(2015)

The framework agreement includes Tempest ICT and comprises of delivery of supplies and services to the Ministry of Foreign Affairs in Norway, henceforth referred to as the Awarding Authority. The framework agreement may include equipment directly to foreign stations, in accordance with orders from the Awarding Authority for each case. These conditions will be given in the tender documents at a later date in the tender contest for the framework agreement. The value of the procurement is expected to be approx. 10 000 000 - 15 000 000 NOK, excluding VAT. The estimated value is including possibly options.

Beskrivelse av opsjoner:

Tempest ICT equipment and services. The contract period is 2 years, from 1.1.2012 until 31.12.2013 with option for prolongation one year at a time, one or several times. Maximum contract period is 4 (2+1+1) years.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:

Documentation requirement: presentation of self-declaration of supplier clearance.

Qualification requirement: personnel with security clearance from the Norwegian National Security Authority. The Awarding Authority will verify the self-declarations.

Documentation requirement: Overview of the applicant’s total security cleared personnel with relevance for conditions given in the framework agreement and execution of the relevant deliveries, including personnel responsible for the quality control.

The overview must include number of human resources which are security cleared by the Norwegian National Security Authority and certified for the TEMPEST ICT technology with specification of type and level of certifications.

Økonomisk og finansiell stilling:

(1) The company’s most recent annual report including new information of relevance to the company’s accounting figures;

(2) Presentation of the company’s annual accounts, or extracts thereof

(3) Statement of the company’s turnover, of relevance to this contract, for previous years;

(4) Other documentation required (please state below).

— If the applicant will rely on other company’s economic and financial capacity, the applicant must substantiate that the applicant will have the necessary resources at disposal or by presenting a statement of commitment or equivalent from these companies. Any parent company guarantees shall be addressed to the Awarding Authority,

— Annual report, annual accounts verified by auditor and overview of the applicant’s total turnover for the previous 3 years, including information of the applicant’s aggregate capital and equity,

— The application shall include the following documentation:

— The company’s most recent annual reports, as well as recent information with relevance to the company’s accounting figures,

— Presentation of the company’s most recent annual accounts or extracts thereof,

— Statement of the company’s turnover for the previous years with relevance to the deliveries included in this framework agreement.

Minste nivå(er) av standarder:

Sufficient economic and financial capacity to execute the contract. The applicant’s financial solidity must be adequate in relation to the contractual obligations the applicant will meet in case of contract award.

Teknisk og faglig kapasitet:

(1) Overview of the company's total manpower;

(2) Manpower proposed for this contract (organisation chart) with names and CV's of the key personnel who will be responsible for its execution (for service and works contracts);

(3) A list of the principal deliveries effected, or main services provided, by the company, in the past three years, with the values, dates and recipients (for supply and service contracts);

(4) A statement of the quality assurance/quality control system operated by the company;

(5) A certificate issued by an accredited certification authority attesting to the quality assurance, production or technical capacity of the company, or equivalent documentation (for service and works contracts);

(6) A description of the tools, plant or technical equipment available to the company for carrying out the contract (for works contracts);

(7) Other documentation required (please state below).

— List of references with description of the applicant’s principal deliveries for the previous 3 years with relevance to this Tempest IKT framework agreement. The list shall contain information of the value of the assignments, countries, references, time consumption, dates, and numbers of locations per country, equipment and technology alternative as well as name of the public or private recipient. The nature of the delivery and function the applicants had in the delivery must also be given,

— Deliveries to public authorities shall be documented by presenting certificates issued or confirmed by the relevant authority. Deliveries to private authorities shall be substantiated by presenting certificates issued or confirmed by these. If these are lacking, statement from applicants may be accepted,

— Description of the applicant’s professional competence, manpower and technical capacity as well as methods for quality assurance,

— The application shall include the following documentation:

— Overview of the applicant total manpower with relevance to the requested delivery and fulfilment of contract, including those responsible for the quality control.

The overview must include number of security cleared human resources certified for the Tempest IKT technology with specification of type and level of certifications.

— Overview of the applicant’s manpower/organisation plan and existing relevant competence and experience or competence and experience associated with the applicant in relation to the delivery.

If the applicant shall rely on other company’s professional and technical capacity, the applicant must substantiate that the applicant will have the necessary resources at disposal or presenting a statement of commitment or equivalent from the involved companies.

— Overview of the applicant’s methods for quality assurance in relation to this procurement,

— A principal overview of the applicant’s technical capacities, including the applicant’s technical infrastructure and Tempest competence with relevance to the requested delivery.

Minste nivå(er) av standarder:

— Considerable experience from corresponding assignment for the previous 3 years is required. The applicant must state minimum one relevant delivery of corresponding nature as given in point 1.3; Description of assignment, and point 1.8 extent of assignment in the qualification documents.

Relevant reference deliveries must include Tempest IKT equipment and services of corresponding nature to this delivery, or larger,

— The applicant must have professional competence, manpower and technical capacity as well as quality assurance sufficient to ensure high quality of delivery and meet the Awarding Authority’s requirement for Tempest IKT services.

The Awarding Authority will enter into contract with one supplier, only. The supplier will be fully liable for all conditions in relation to the deliveries included in the framework agreement. This includes quality and security conditions, also for deliveries carried out by sub-suppliers, if any.

Andre særlige vilkår:

The framework agreement’s requirement specification includes classified information. The suppliers must therefore have Supplier Clearance from the Norwegian National Security Authority (NSM). In order to receive the requirement specification and being awarded contract, the supplier’s relevant personnel must also have supplier clearance from the Norwegian National Security Authority. The supplier awarded the framework agreement must enter into a Security Agreement with the Awarding Authority.

If more than five qualified applicants meet the minimum qualification requirements, the Awarding Authority will rank the applicants in accordance with the below listed selection criteria (relative weighting):

01-Security cleared certified competence resources - (weighting 20/100).

02-Relevant reference deliveries - (weighting 40/100).

03-Financial solidity - (weighting 40/100).

The score scale is from 0 (least favourable/lowest value) to 10 (most favourable/highest value).

The highest ranked applicants are those who achieve highest total value weighted scores (the sum of the applicants’ weighted scores).

The 5 applicants with highest total score will be invited to participate in the subsequent restricted tender contest without negotiations.
