As a part of the administration of Oslo municipality's housing portfolio, Boligbygg Oslo KF would like tenders for a framework agreement within gardening services as stated in the specifications (annex 2). The main aim of the procurement is to keep the green areas tidy and well kept in addition to managing the areas in a way that contributes to creating good residential environment.

Beskrivelse av opsjoner: The awarding authority will have the right take up a 1+1 year option.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten: — The service provider shall be a legally established company.
Økonomisk og finansiell stilling:
— The company’s last 3 annual accounts including notes, the board’s annual reports and the auditor’s reports, as well as recent information which is relevant for the company’s accounting figures,
— Overview which shows the total turnover/result which is relevant for this procurement in the last 3 accounting years.
Minste nivå(er) av standarder:
— The service provider shall have sufficient financial capacity to fulfil the assignment/contract.
Teknisk og faglig kapasitet:
— A statement of the company’s core competence related to the contract, also including the share of the company which is connected to this type of assignment,
— Overview of the company’s total manpower, as well as the number of gardeners/workers for the assignment,
— Account of the tools, machines and instruments, materials or technical equipment that the service provider can use for fulfilment of the contract,
— An account of the company’s quality assurance system shall be enclosed, including an example of an internal control form,
— Reference from which states who the awarding authority was, what work was carried out, the value of the work, date of execution and name/telephone number of the contact person at the awarding authority. Use annex 5 which is to be filled in,
— 3 reference certificates issued by previous awarding authorities shall be enclosed. The attached template (annex 6) is preferably to be used, but if the service provider has previously obtained certificates these can also be enclosed,
— The overview of personnel shall include CVs for persons who are available and who would carry out the service in this framework agreement including,
— Professionally responsible contact person/work manager with gardening competence,
— Minimum two workers who will mainly be used for the gardening works in this framework agreement,
— Documentation that the offered persons have specific competence and experience in the role of gardener. Either the professionally responsible person or work manager is to be a gardener. It is a requirement that the offered personnel can communicate in Norwegian,

— The personnel concerned are required to have a spraying certificate for spraying permanent covers, this certificate is to be enclosed.
Minste nivå(er) av standarder:
* The service provider is required to show good ability and competence for fulfilment of the contract.
— The company’s core competence related to this procurement and description of the company,
— Good capacity to carry out all the work throughout the whole of the contract period,
— Sufficient technical capacity,
— Good and well functioning quality assurance system for the services which shall be provided.
* The service provider shall have very good experience from equivalent assignments.
— The service provider shall provide relevant reference projects for the companies carried out in the last 3 years,
— The service provider shall provide an overview of the personnel/team which is available for carrying out the work with information on competence and experience.
