Framework agreements graphical design

The Health Directorate would like to quality assure their work in all graphical production. Graphical expression and clear communication through material is important for the directorate’s reputation and a lot of emphasis is put on quality and target orientated graphical production. The directorate would also like to further develop and continually improve their graphical expression. The use of the principles for universal design is included in the graphical profile for the Health Directorate.
The contract’s aim is to enter into:
A. A framework agreement with one permanent service provider for fixed, periodical assignments for publications and printed matter with graphical design, photography services and possibly writing text. The contract also includes more complicated tables and overviews connected to statistics and other material. This framework agreement is called part A in the competition documents.
B. Parallel framework agreements with 3-5 different service providers for other graphical design assignments. The assignments can be graphical design, photography services, writing text and adapting material for electronic channels. Emphasis is put on the fact that the contract also includes more complicated tables and overviews connected to statistics and other material with numbers. It is also probable that there will be assignments for the further development of the directorate’s design profile. The current profile programme is enclosed with the specifications.
We are therefore looking for several service providers who can provide a broad spectrum of services in this area. Each assignment between the chosen service providers under the parallel framework agreement will be awarded after a so-called mini competition.

The total for a 4 year period for the contract is therefore approx. 15 500 000 NOK excluding VAT.

Beskrivelse av opsjoner:
1) The contract is for 2 years from when the contract is signed with an option for an extension of 1+1 year.
2) Framework agreement B includes an option for the Government’s authorisation office for health personnel (SAFH) to join the contract on the same terms as the Health Directorate.

Documentation requirement:
— description of the service provider’s professional competence and capacity, including a description of:
—— the service provider’s total manpower in accordance with the different professional categories such as text writers, photographers and graphical designers/art design,
—— material and technical equipment that the service provider can use for the assignment during the framework agreement,
—— if the service provider will use another company’s capacity, a binding statement is required from this company, which confirms that the service provider can use the necessary resources,
— an overview of the service provider’s most relevant assignments for similar awarding authorities during the last 3 years. The description must include a statement of the assignment’s extent. It is the service provider’s responsibility to document the relevance in the description. We ask however that contact persons are given at the three awarding authorities (name, e-mail address and telephone numbers), so that we can contact them if needed in order to clarify the assignment’s relevance and the quality of the services provided.
