NAV IKT would like to enter into framework agreements for consultancy services within ICT. The contracts shall cover the need for competence which the awarding authority does not have access to in its own department at a given time or where there is a separate need for the assignment to be solved externally. The contracts can also be used for extra capacity.
The requested consultancy services are divided into the following areas of competence:
— Project management/consultancy services,
— Strategy planning/consultany services,
— Architecture and system specifications,
— Technical architecture (operation),
— Testing and quality assurance,
— Logistics, OeBs and e-commerce,
— Agresso,
— Electronic interaction,
— System development/programming,
— Operation of IT systems and platforms,
— Data communication,
— Telecommunications,
— Operative systems,
— Data storage,
— Specialistics on databases,
— Specialists on application integration.
The awarding authority plans to carry out a comprehensive renewal/modernisation of ICT (the Modernisation Project). Because of this the consultancy services contracts within ICT can be somewhat different to the estimates given in this notice. See the qualification documents for further information.

Documentation requirement:
Norwegian service providers: company registration certificate from the Brønnøysund Register Centre;
Foreign service providers: certification of registration in a company register as described in the law in the country where the service provider is established.

The awarding authority will itself obtain an accounts analysis carried out by Experian, see www.experian.no.
If a tenderer believes that the analysis will not give a correct picture, further information is to be enclosed with the tender.

The service provider is required to have good financial solidity. A credit rating of "credit worthy" or better is required.

Documentation requirement relevant experience:
— The service provider’s most important contracts in the last 3 years (per competence area that a request is sent for), including:
— A short description of the assignment, including the service provider’s contribution in the assignment,
— Role,
— Number of invoiced hours,
— Date and length,
— Awarding authority.
The name and contact information of the contact person at the reference customer shall be included so that NAV can make contact if needed.
Form for relevant experience in annex 2 of the qualification documents. This shall be used when answering this point.
Documentation requirement quality assurance system:
— Account of the company’s quality assurance system/control system, including the system for insuring the development and maintenance of competence and any certificates issued by independent bodies,
— The request for participation must state if the service provider is enclosing an account which is valid for all areas a request is given for,
— If a service provider encloses accounts aimed at each competence area a request is given for, they must be enclosed sorted per area and it must be clear which area the account is for.

Objektive utvelgelseskriterier:
The awarding authority will invite at least 5 and a maximum of 15 of the qualified service providers per area of competence to give a tender, provided that a sufficient number of service providers are qualified.
The selection of service providers will be based on the following criteria from the qualification document’s point 2.4:
Experience (weighted 80 %).
Quality assurance system (weighted 20 %).
Service providers will be evaluated in the following way: service providers will be given a character for each qualification requirement on a points scale from 0 to 10, with 10 being the best. Each of these characters will be multiplied with the relevant weighting. This will give a ranking in each area which will form the basis for the selection.
