Drammen kommune

The assignments consist of child welfare cases in accordance with child welfare legislation and administration legislation and applicable guidelines on case management in the child welfare service. (Regulation of 1.11.1995 to the law on child welfare services of 17.7.1992 no. 100, revised March 2001).
The assignment involves a great deal of contact with the users. These are children/adolescents, parents, and private and public stakeholders. The consultant will perform and conclude investigations and implement and follow-up support measures on an independent basis. In the same way, carry out evaluations of acute and compulsory cases. Exceptionally, it may be appropriate to forward cases to fylkesnemnda (the County Board of Child Welfare and Social Affairs). All written work will be performed using the award authority's professional system.

3 framework agreements will be entered into (parallel framework agreements), provided that there are an adequate number of suitable suppliers and tenders, cf. regulations on public procurement § 15-3. Award of tasks between the 3 agreement partners will take place such that the first enquiry will go to the supplier who was evaluated as having the best tender at entry into the framework agreements. If these suppliers cannot deliver as requested, the enquiry will go to the supplier with the next best tender. If this one also cannot deliver, the enquiry will go to the third best tenderer. Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
(1) Value added tax certificate (national requirement);
(2) Company tax certificate (national requirement);
(3) Self-declaration in compliance with appendix 2 (HSE) of the Norwegian procurement regulations (national requirement);

Økonomisk og finansiell stilling:
For Norwegian companies the award authority will obtain their own credit reference. Foreign companies and Norwegian companies where a credit reference is not available due to the company's organisational structure, must submit the company's annual accounts for last 3 years.

Minste nivå(er) av standarder:
The supplier shall have sufficient economic ability to discharge their obligations given the estimted frameworks for the delivery.
Each individual tenderer will be evaluated by the award authority with the help of a credit reference (credit rating) via Dun & Bradstreet ”direct reply system”. Award authority will select the rating which they believe best corresponds to the total risk of the assignment. Minimum requirement for evaluation/rating for this procurement is A. Tenderers who do not achieve A, because the tenderer is newly established or being established, must give further reasons for this in the tender. Award authority will themselveds obtain documentation for the credit evaluation.

Teknisk og faglig kapasitet:
(1) A list of the principal deliveries effected, or main services provided, by the company, in the past 3 years, with the values, dates and recipients (for supply and service contracts);
(2) A statement of the company's health, environment and safety policy;
(3) A statement of the quality assurance/quality control system operated by the company.
Minste nivå(er) av standarder:
Tenderers must be able to demonstrate thorough expertise in case management within public child welfare;
The following professional requirements must be satisfied for personnel who shall enter into the assignment:
— Social worker-, child welfare pedagogue/or other equivalent professional social work college education,
— Minimum 2 years experience from work within child care on completion of education, preferably from municipal child care,
— Satisfactory competence in work within all areas of child welfare cases, including Norwegian law - and regulations which som govern the discipline.
This must be documented by:
— A list of the most important relevant deliveries in the last 3 years, including information on scope, dates and recipient (name, telephone and e-mail). References will only be contacted if required,
— CVs for persons tendered to undertake the assignment, and their connection to the above deliveries. CVs shall contain a minimum of two references with contact information, certificate from higher education, dates of work experience, and description of work assignments current and previous award authorities.

Andre særlige vilkår:
The assignment shall be carried out in accordance with the Law of Child Welfare, Law of Public Procurements, with alterations and related guidelines, and Drammen Municipality’s Routine Handbook for Child Welfare Affairs. The work requires that the consultant has a good ability to work in co-operation with others as well as being able to work independently. The consultant must gain knowledge of award authority’s existing support efforts. We also require that the consultant has a very high standard of presentation skills. The consultant shall, at least once every 3 weeks, take legal guidance from award authority’s professional consultant/team leader, as well as inform award authority of progress and status of the assignment.

A criminal record certificate, no older than 3 months, must be submitted. Award authority requires that the criminal record certificate is renewed and submitted every 12 months.
