Statsbygg Hovedkontor, henceforth referred to as the Awarding Authority, requests tenders for a framework agreement involving analyses and development in the building and property market, assistance in connection with index adjustment of administration and costs limits in construction projects, as well as measurement parameters for benchmarking.

Egnethet til å utøve yrkesvirksomheten:

It is required that the provider has a legally established company and secure implementation capacity.
— Company registration certificate,
— Overview of the company's manpower (number of employees) who work with this type of assignments.
Tax certificates.
2 tax certificates shall be provided:
— Tax certificate (tax, advance tax deduction, garnishments, payroll tax),
— VAT certificate.
Tax and VAT certificates can be commissioned from one office. The tenderers may either contact the local tax collector office or the tax office.
The certificates shall not be older than 6 months from the tender deadline.
Tenderers with business addresses in other EEA countries than Norway shall present corresponding certificates. Compare the Public Procurement Regulations’ §20-12 (3).
HSE self-declaration.
All tenderers shall present a HSE self-declaration within the tender deadline. The self-declaration shall be in accordance with the form attached the tender documents.
Tenderers registered in StartBANK can provide information of the StartBANK identification or send copy of registration to the StartBANK instead.

— Statement of the company’s total turnover as well as turnover for previous 3 fiscal years for the services included in the contract.

— Overview of equivalent assignments (market forecasts, surveys, stipulation of market index) the company has been involved in during the previous 5 years. Preferably the BAE market, with information of awarding authorities, nature of the assignments, the extent of the contracts and dates for implementation,

— Written references from assignments which are most comparable with this assignment. The reference shall describe the executed assignment, as well as the Awarding Authority’s assessment of the works.
